· Initiate, complete and issue:

- Safety corrective action requests and evaluate potential hazards

- Incident reports

- Material Safety Data Sheets (MSDS) and COSHH assessment (in liaison with the Doctor).

- Risk assessments and maintain database (in liaison with the Vessel Management Team).

- Safety statistics

· Ensuring/advising implementation on site of the relevant HSE rules/regulations.

· Liaison with the Chief Mate for all matters related to Safety at work as delegated by the Master.

· Site inspections and department HSE audits.

· Ensure monitoring, in liaison with the Chief Mate, of the Permit To Work (P.T.W.) System and issue Permits To Work.

· HSE education and training as required.

· Promote and ensure that periodic HSE meetings and safety delegate meetings are held and recorded.

· Ensure onboard safety briefing has been completed and register has been signed off for arriving persons.

· Monitor and advise that personnel have received appropriate Safety Training in line with the job performed.

· Attend the site in the event of accidents/near miss, participate in the investigation process and report findings to the HSE Manager via the Master.

· Promote and delegate, as appropriate, HSE initiatives considering that HSE is a line responsibility.

· Assist supervisors/ foremen when performing their periodic site inspections and conduct their own auditing/monitoring activities.

· Ensure that remedial actions to rectify sub-standard conditions have been implemented.

· Carry out daily rounds/site inspections and maintain safety officer log.

· HSE suggestions for improvement.

· Advise on environmental protection and waste management (in liaison with the Chief Mate as delegated by the Master).

· Maintain updated and available HSE records and review statistics and HSE performances (in liaison with the Chief Mate as delegated by the Master).

· Confirm understanding of safety/familiarisation/training by means of HSE evaluations.

· Monitor project safety indoctrination and toolbox talks are performed.

· Ensure onboard heli-briefing has been completed and register has been signed off for persons departing by helicopter.

· Monitor the provision and assist the Supervisors/ Foremen during the execution of their periodic Tool Box Talks.

· Assist in selection and use of PPE (personnel protective equipment), perform periodic checks with regards to maintenance, use and condition of PPE.

· Assist control assessment team(s).

· Verify agreed safety precautions are in place with regards to ionising radiation

· Ensure appropriate HSE posters/signs are displayed

· Prepare lectures and arrange for appropriate safety videos to be shown.

· Site emergency preparedness (in liaison with the Chief Mate as delegated by the Master).

· Monitor/advise performance of exercises and drills of special emergency teams.

· Inform Master/Superintendent/Chief Engineer immediately of any hazards, which may affect the health and safety of any individuals.

· Verify and advise that project HSE requirements are complied with.

· Monitor outstanding Safety Corrective Action Requests, report close out to Master, HSE committee and HSE Manager.

· Monitor and advise that site equipment and safety systems are in place, operational and maintained.

· Issue General HSE reports as appropriate (weekly/monthly), including incident investigations, to inform and keep updated the Vessel Management on the current HSE performances.

· Advise with inspecting and testing of safety equipment, planned maintenance and repairs

 

AUTHORITY

 

· To forbid the commencement or stop the continuation of ANY workplace activity on the grounds of immediate health, safety or environmental hazards. He will inform the responsible supervisor and/or Master/ Superintendent immediately.

· Request of training for personnel on board (consult Master/ Superintendent for time allocation).

· Request for advice on matters of safety and pollution prevention to the Deputy DPA if not properly addressed through the normal channels.

· Ordering safety equipment (in liaison with the Chief Mate as delegated by the Master).

· Reporting disputes to the Vessel Management Team and HSE Manager.
