Experimental projects on modernizing the organization of nutrition in institutions of general education

In 2008-2010 in a number of the Russian Federation's regions within the priority national project "Education" experimental projects on modernizing the organization of nutrition for pupils in state institutions of general education and municipal institutions of general education have been carried out. This direction of the national project is pointed to complex modernization of nutrition system in the Russian schools.

The tasks of the experimental projects are provision with accessibility and quality of nutrition, lowering production expenses, increasing efficiency of the system of nutrition organization for children in institutions of general education at the expense of introduction of modern technological equipment for preparation and delivery of food products, and also development of network of school-based canteens and centers of school nutrition as the most efficient system of organization of school nutrition.

For realization of experimental projects on modernization of nutrition organization for pupils there were given 500 million rubles from the federal budget both in 2008 and 2009. The stated means are sent by the regions-winners of contests for getting modern equipment for school nutrition units: gastro-capacities/thermo-containers, steam-convective automats, refrigerators, etc.

The contest selection is maintained on the basis of applications, sent by the Russian Federation's subjects on carrying out an experimental project on reorganization of nutrition system with aim to provide 100% pupils with qualitative balanced hot nutrition according to physiological needs of children and sanitation requirements to the year of 2010.

A region (municipal unit) or a part of a region (municipal unit), the quantity of pupils of which is not less than 40 thousand people, can become a participant of the experimental project. Within the experimental projects pupils are provided with full-fledged balanced nutrition, which answers physiological needs of children of various age groups, elaborated by the Scientific research institute of nutrition of the RAMS and the Scientific research institute of hygiene and health protection of children and teenagers of the RAMS, and approved by the Rospotrebnadzor.

At this the calculation of cost of one nutrition ration should include full cost of products, taking into account prices which are formed in the region, and also expenses on maintenance of technological equipments, electric power, salaries for workers of system of school nutrition and others. A participant also undertakes obligations on propaganda of healthy nutrition of schoolchildren, including conducting of the corresponding explanatory work with pupils and their parents.

Financing of actions on modernization of organization of school nutrition is carried out from the means of the federal, regional and local budgets, and also at the expense of means of private investors. At this means of the regional and local budgets are directed to reconstruction and major repair of school nutrition units and dinner halls, and means of the private investors - to building and equipping centers of school nutrition.

At present the experimental projects on modernization of organization of school nutrition are being realized in 21 regions. The total volume of means, given for realization of the experimental projects in 2009 from all sources, is around 2 billion rubles. If before the maintaining the experiment the coverage of pupils with hot nutrition was in average 76%, then at present in institutions of general education, which participate in the experiment on modernization of organization of school nutrition, conditions for 100% coverage of schoolchildren with two hot meals a day according to the requirements of sanitary rules and norms have been created.
