The purchase of buses for schools situated in rural areas

In the context of the Priority National Project 'Education', a program of acquisition of buses for general education institutions located in the countryside is being implemented. At present, one of the main problems for the children in the countryside is the low accessibility of education of high quality. In many villages, there are no schools at all, and the children are forced to spend several hours each day in order to get to the nearest educational institution. In such cases attending the school becomes extremely difficult or even impossible.

Besides, currently in Russia there are six thousand schools which are attended by less than ten pupils. Often at such schools one teacher has to lecture totally different subjects, and this negatively influences the quality of teaching. The optimization of the educational network currently being performed in the Russian regions will allow the conditions to be created for the equal access of children to educational services, for the maximum development and self-realization of schoolchildren who reside in the rural areas. In order to solve the problem of accessibility to education of high quality the area of focus 'Rural School Bus' was formed in the context of the Priority National Project.

The goal of this area of focus of the National Project is to provide Russian schoolchildren with free transport to and from school. To this end 1 billion rub is allocated from the Federal Budget annually. Besides, the delivery of school buses is performed on the conditions of co-financing by the subjects of the Russian Federation who makes agreements with Rosobrazovanie. In accordance with the Decree of the Government of Russia, all the school buses to be delivered as part of the Priority National Project shall be transferred to the ownership of subjects of the Russian Federation who will independently distribute the buses among the institutions of general education.

All the buses, which are delivered within the national project, are completely adapted to conditions of children transportation in the countryside - these are special seats, and seat belts. In total the elaborated requirements to school buses include about 40 conditions, directed at securing safety and comfort for children during transportation. In 22-seater buses places for disabled children are also provided, in requirements to school transport the necessary width of passageway and the obligatory presence of places for two wheelchairs are clearly pointed out. Besides, at delivery climate peculiarities of concrete regions were taken into account, for example, to northern regions specially warmed buses were sent, which are counted for severe winter.

In 2006-2008 for buying buses for institutions of general education, located in countryside, 3 billion rubles were given from the federal budget. During three years of realization of the national project to the Russian Federation's subjects more than 4 800 buses at the expense of means of the federal budget, and about 5 000 thousand buses - at the expense of means of the Russian Federation's subjects were bought and delivered.

The delivery of buses to village schools within priority national project "Education" let improve conditions of education by daily transport to basic schools and make qualitative education more accessible for more that 136 thousand schoolchildren, a large part of whom are senior pupils. Thus, for example, only in Kaluga region more than 5 thousand pupils are transported to basic schools, in educational institutions of the Republic of Tatarstan 208 school buses are in municipal property, which carry out transportation of more than 7 thousand pupils to 184 basic schools in 286 routes.

Due to creation a part of school buses there is an opportunity to give to schoolchildren, who live in distant areas, a qualitative education at the expense of organization of transport of children to basic and supporting schools, which are equipped with the most modern outfit and have a strong teaching personnel. "School bus" is a way for achieving a new level of education quality, for forming a unified educational space, which ensures equality of educational opportunities of a pupil from a distant village and a city pupil.
