State support of primary vocational training (PVT) and secondary vocational training (SVT) institutions

Since 2007 within the priority national project "Education" the direction "On measures of state support of training working personnel and specialists for high-technological production in state educational institutions of basic professional and secondary professional education" has been realized.

The strategic task of this direction of the national project is overcoming the gap in the structure, volumes and quality of training the qualitative workers and specialists of middle unit from the requirements of competitive enterprises of various branches of new economics.

The contest selection is carried out with aim to provide state support to educational institutions by means of giving them subsidies from the federal budget on realization of their innovative educational programs. When selecting educational institutions one of the most important factors was support working personnel and specialists for high technological production training by means of employers. The condition of institutions of BPE-SPE participation in the contest is co-financing of their educational programs by means of employers, budgets of the Russian Federation subjects, off-budget means of the educational institution.

For participation in the first contest in 2007 266 applications were sent, among them 162 - from institutions of secondary professional education, 104 - from institutions of basic professional education; to the participation in the contest 210 applications were accepted. By the results of providing expertise of contest participants' applications the contest commission by secret vote defined 76 innovative educational programs, which received financing from the federal budget in the total volume of 1,8 billion rubles. Among winners - 45 institutions of secondary professional education and 31 institutions of basic professional education, situated in 40 Russian Federation subjects in all federal regions.

The second contest was announced in February, 2008. To the contest 221 applications from 59 Russian Federation subjects were received. Among them: 84 applications from institutions of BPE and 137 applications from institutions of SPE (9 applications were sent from the institutions, the innovative educational programs of which entered the number of 76 winners of the first contest). 204 applications were approved for participation in the contest (17 applications were rejected on formal reasons, connected with serious violations in design of contest documentation). In 2008 with aims of support of the innovative programs of 72 institutions-winners of the I tour and 97 institutions-winners of the II tour of the contest selection were provided means of the federal budget were provided in the volume of 4,88 billion rubles taking into account additional budget assignations in the volume of 3,08 billion rubles. The institutions-winners of the I tour assimilated means of the federal subsidy in the full volume, means of co-financing - in the volume of 96%, the rest of monetary means was used for the same goals in 2009. The institutions-winners of the II tour continued assimilating means of the federal subsidy in 2009.

The third contest was announced in March, 2009. In the contest state educational institutions of basic and secondary professional education could participate, which carried out training of working personnel and specialists for high-technology production, and introduce innovative educational programs. In total 273 applications took part in the contest.
