12. 1. 1 Design of terminal must be based on overall arrangement through comprehensive analysis on the roles and scale of terminal,the technical characteristics of each track introduced,the nature and flow direction of passenger and cargo transport, the conditions of existing equipment, the terrain and geological conditions,while considering urban planning and other traffic systems,to carry out total scheme comparison and selection.

12. 1.2 Construction of terminal shall be carried out at different stages according to general layout of terminal, and it shall reserve space for long term development. The short term projects shall realize rational arrangement, proper scale, convenient operation, cost effective and remarkable economic benefit, while reducing the rejected works during expansion and interference to operations from construction.

12. 1. 3 The stations and main equipment within terminal shall be arranged according to the rational work division and operation demands of each station. The general layout of terminal may be designed to meet the following requirements in combination of local conditions:

1 When a fewer lines are introduced,passenger and freight transport volumes are not large and city scale is smaller,it may be designed as one-station terminal for both passenger and freight transport.

2 When lines introduced are converged to three places, it may establish a triangular terminal formed by passenger-freight shared station and other stations or block post in the converged place according to volumes of passenger and freight transports between lines in each direction.

3 When a new line with a large quantity of traffic flow crosses with an existing line, it may construct necessary station and untwining line on the new line so that the new line can go across the existing line to form a cross shape terminal.

4 When more lines are introduced, passenger and freight transport volumes are larger,and it is necessary to set two or more special stations as it is required by urban planning and local conditions, it may be designed as a terminal with main passenger station and marshalling station arranged in longitudinal or parallel type.

For longitudinal arrangement type terminal,in addition to proper arrangement of lines introduced from two ends, it shall strengthen the carrying capacity in the busy section of middle part,and may set detour track if it is necessary.

When a city is divided into areas by rivers, the main equipment for passenger and freight transports shall be set on the side of main urban area where introduced lines are converged, or may set equipment for passenger and freight transports in each area respectively when it is necessary.

5 The terminal with connections to lines in multiple directions which is located in a large city may be designed as a circular or semi-circular type terminal based on alignments, station arrangement and connecting lines for service provided to city or industrial area.

The circular terminal should be located out of urban district which can offer flexible • 60 •


and convenient route for lines introduced; marshalling station shall be set on the line introduced in main traffic flow direction; passenger station shall be set nearby main urban area,or may be extended into urban district when it is necessary.

The circular type terminal in megalopolis may have diametrical line,if necessary.

6 For the stub-end type junction terminal in port city and mining area at the end of railway network,the marshalling station should be set at entrance or exit of the terminal to facilitate wagons exchange between districts.

7 When one type of terminal arrangement cannot meet the demands of transport, it may be designed into a combination-type joint type terminal composed of several types of terminal to meet the demands on terminal operation volume an operation nature.

12. 1. 4 There should not be too many new lines introduced to terminal to directly connect

to marshalling station,under usual conditions,tracks may be connected in the station before

the terminal or in a proper station within the terminal.

12. 1. 5 If there is a newly-built railway special line group of certain scale within the terminal,

the stations for track connections shall be selected rationally in considerations of terminal layout,

industrial area distribution and urban construction through uniform planning.

12.1. 6 Marshalling station, rolling stock repairing base, material plant and other equipment

within the terminal that have no direct connection with the city to be served should be set out of

urban area.

The railway plant and depot that have no direct connection with the operations in the local station shall be set out of the range of the land reserved for station development.
