Executive Power in Russia and America
John: Denis, could you explain to me the essential issues of the Russian executive power? I believe it is quite different from the American.
Denis: Actually, the idea is the same, the executives help administer and execute laws in the country. The President and the cabinet of federal ministers belong to it. And what is your structure?
John: Very much the same. There are various cabinet-level departments that are responsible for all activities in the country and the secretaries are heads of these departments. Their assistants are called undersecretaries.
Denis: I see. But in our country we call them ministries and ministers. Well, what is the Department of the Interior responsible for? Public order, like in Russia, I think?
John: I’m afraid, you are mistaken here. The Department of the Interior protects and develops the national natural resources and manages the national parks. It also enforces federal hunting and fishing laws, checks the safety of mines and is responsible for the welfare of the Indian tribes.
Denis: Very interesting! It’s quite different with us. Then, tell me which of the departments looks after home affairs?
John: The fact is, there are various governmental agencies which deal with these problems. The main is the Department of Justice that is headed by the Attorney General and acts for the government in legal matters and moves against violation of federal laws. The FBI and federal prisons are under his jurisdiction. It’s a bit different with you, as far as I know. But it’s a subject of a much longer talk.
Denis: Right you are, thanks, we’ll discuss it some other time.
