6.1. The master of a declared vessel or his agent is obliged to provide information about Expected Time of Arrival (ETA) 10 days in advance and updated information 72, 24 and 4 hours in advance of expected time of vessels arrival at the port, specifying shipowner, charterer, vessel's code, updated ETA at Pilot Station (approaching buoy), vessel's draft on arrival and expected draft on departure, vessel's length, the number and dimensions of cargo holds, the availability of cargo handling gear, their capacity, location, quantity, derrick's outreach, cargo plan (if vessel arrives for discharging). Besides, the master (agent) is to give full information about the availability of cargo documents, requirements of fuel, fresh water and other supply, requirements of services as well as about lack of sanitary and other restrictions which may hinder ship's cargo handling, and additional vessel and cargoes related information (including information about hazardous cargoes) that ensures normal vessel's service in the port. For vessel calling at the port for additional loading, the master or his agent has to provide the following information:
quantity of cargoes loaded in the previous port, stowage and lashing plans of loaded cargoes, availability of free holds if any. The receipt of such a vessel for handling should be confirmed by NCSP in every case.
6.2. The master has to inform NCSP through his agent about any delay that may cause vessel's arrival later than ETA.
6.3. NCSP confirms the receipt of information and advises the master about harbor pilotage conditions, berth number or port anchorage decided by NCSP and expected time of berthing.
7. PORT DUES.
7.1. All vessels calling at the Port of Novorossiysk pay the following port charges
and dues:
vessel's dues, light dues, berthing dues, pilotage, towage, environmental fees, mooring/unmooring
at port's current rates.
7.2. Rates for pilotage, mooring/unmooring and environmental fees are increased:
a) on working days from 16.00 hours to 24.00 hours, from 00.00 hours to 08 00 hours - by 25%
b) on Saturdays, Sundays and holidays
from 08.00 hours to 16.00 hours - by 50% from 16.00 hours to 24.00 hours, from 00.00 hours to 08.00 hours -by 100%
8. RECORDS OF VESSEL'S TIME IN THE PORT.
8.1. Vessel's time in the port is understood as the whole time of a vessel's stay in the port since her arrival to the port (completion of mooring or anchoring within port aquatorium according to the port instructions).
The end of vessel's time in the port is the time of her leaving the port (commencement of unmooring or leaving anchorage).
8.2. To record the time actually spent by a vessel in the port the Time Sheet is prepared by vessel's officials together with NCSP. If a vessel is discharged and then loaded in the port, the Time Sheet is prepared separately for discharging and loading. The Time Sheet should be signed by ship's master (agent) and by a representative of NCSP. Signing the Time Sheet must not delay the vessels sailing. Records in the Time Sheet can not be corrected, and no party has the right to refuse signing. In case of discords the party having objections puts down the corresponding remarks before his signature.
8.3. All port operations for a particular vessel are fixed in the Time Sheet chronologically in hours and minutes beginning from vessel's arrival to the port until completion of all operations performed by NCSP as well as all delays in handling that caused interruptions of vessel's laytime, indicating their duration and causes, and supported if necessary by documents accordingly.
8.4. The Time Sheet should be presented by the vessel's agent to Main Dispatcher Office of NCSP not later than two days after completion of cargo operations for approval or for making comments by Chief Stevedore of the Dock in question.
