Disposal of cargoes

15.1. NCSP shall be entitled to sell or otherwise dispose of all cargoes which, in the opinion of NCSP, are insufficiently or incorrectly addressed or marked or are otherwise so unidentifiable that NCSP cannot determine on what vessel they should be shipped or to whom they should be made available for collection or which are not collected or accepted by the consignee after 34 days of arrival of such cargo. All charges and expenses arising in connection with the storage, handling, sale or disposal of the goods shall be payable by the customer.

Utilization of cargoes is made by a cargo owner or its authorized representative for their account.

SUPPLEMENT No, 1

NCSP's safety requirements for vessel's readiness for cargo-handling operations.

1. Vessel's ladders, gangways and gangplanks shall be in a good condition, con­form to rules and nature of performed works and kept unobstructed.

2. A safety net shall be provided underneath the accommodation ladder to prevent people from falling.

3. Accommodation ladder shall be equipped with life buoy fitted with rope at least 27,5 m length.

4. Guard rails on decks, platforms, passages, etc. shall be in a good condition and at least 1100 mm high; pilot ports if any shall be securely fixed; removable guard rails shall be installed in their permanent location.

5. If the hatch coaming is absent or its height is less than 750 mm the fencing at least 1000 mm high shall be installed.

6. Hatch covers in open position shall be securely fixed by locking devices.

7. Cargo spaces shall be thoroughly ventilated.

8. The following minimum illumination level shall be provided during the night time:

• for cargo holds when handling bulk cargoes 20 lux

• for cargo holds when handling general cargoes 30 lux

• for cargo holds and ramps of ro-ro vessels 50 lux

• for accomodation ladders, passageways, gangways,

bridges 20 lux

9. All hatches, openings, holes on deck shall be securely closed.

10. In case of usage of vessel's cargo gears the latter shall be in operational order.

11. The system of ventilation of cargo holds shall be in working order.

12. The vessel's electrical equipment shall not cause danger of injury.

Besides, the following safety requirements for readiness shall apply for ro-ro vessels:

1. Corrugated surfaces of internal and external ramps, cargo decks, galleries, etc. shall be in good working condition.

2. Internal and external ramps shall be equipped with sound border fenders (not less than 400 mm high).

3. Guard rails (not less than 1100 mm high) shall be installed at the sides of external ramps and in places where internal ramps are not adjoining bulkheads directly.

4. Light and sound alarm systems at the internal ramps and hoistable decks shall be in good working condition and switch on automatically at the beginning of ramp movement and 10-15 minutes prior to deck movement.

5. At the entrances to cargo compartments, internal ramps, cargo lifts and hoistable decks the signs of clearance, axle load and speed limit shall be installed.

6. Internal ramps in the working position shall be safely locked.

7. Cargo decks shall be equipped with reliable devices that secure their holding in the working position and their fixing in the hoisted position.

8. At least two ladders in a good condition shall be provided for access to each hoistable deck in operational mode.

9. Each cargo deck shall be fenced from open spaces with guard rails in a good condition.

If necessary other vessel's appliances, loose gear, etc. affecting working person­nel are examined
