Gas pipelines and oil pipelines historically have been separate industries, and they are different in several ways. A gas pipeline uses pressure from compressors as its driving force, while an oil pipeline uses pump pressure. Different agencies govern their operations. Before the establishment of the U.S. Department of Energy, gas pipelines were regarded as a utility and operated under the regulation of the Federal Power Commission (FPC), unlike oil pipelines that operated under ICC regulations. At present, the sale and transportation of gas are controlled by the Federal Energy Regulatory Commission (FERC), a branch of the U.S. Department of Energy, while oil and products pipelines are controlled by the Department of Transportation.
