Introduction to the subject area of specialization in a foreign professionally oriented language. Basic category, concepts in a foreign language terms. The main objectives of the course. Analytical review of main theoretical sources of “Public and Local Management“ specialty.

Theme 2. Forming the skills to analyze of academic literature on specialty. Knowledge of content of basic terms on specialty with the aim of effectiveness use in the professional activity. The problem of adequate use professional terms in practice and academy. Forming the skills of professional spoken foreign language.

Theme 3. Becoming category and notions about science of state and management.

Etymology of notions such as “state”, “management”, “power”.

Representation about state and management in the Ancient Greece, Rome and China. Plato as a patriarch of teaching about state. Analysis of main categories and notions about state. The content of notions “state”, “forms of public management” (democracy, oligarchy, aristocracy, tyrant). The terms as “justice”, “private property”, “public office”.

“Politia” – (city-government) like a main problem of the theme Politia of Aristotle. The role of categories and notions into formulating theory of Governance.

Theme 4. Development of categories and notions of the content of public and local governance.

Evolution of “public and local governance” notions at the academic conceptions of XY – XYIII century. Public and Local Governance as an independent area of research. Marx theory of public governance. The content of notions like “Governance”, “social-economic formation”, “basis”, “productive forces”, “production relations”, “capital”, “surplus value” in the works of Marx in a foreign language.

The analysis of the main notions of Engels work «The Origin of the Family, Private Property and the State». Interpretation by Engels the words “power”, “labor division”, “public authority” as a basis of governance format in a foreign language.

Theme 5. Contemporary apparatus of notion of public and local management

The notions, which were included in the scientific revolution by Woodrow Wilson, &.Goodnow, M.Weber as the beginning of formation contemporary theory of governance.

“Economy and Society” (1922) by Max Weber. Interpretation by Max Weber the notions «public adiministration» and “bureaucracy”.

Semantic analysis of key categories and notions of leading science schools of state management. Specific of the content of understanding by American, English, French and German Schools of Public Administration.

Theme 6. Key notions of Public and Local Governance in the Republic of Kazakhstan in a foreign language.

The content of notions “unitary state”, “sovereignty”, “presidential government” in a foreign language. Organisational-functional structure of public administration in the Republic of Kazakhstan. The content of notions “Parliament”, “Government”, “State body”, “Mazhilis”, “Maslikhat”, “Akimat”. Polity of Republic of Kazakhstan. The content of the Constitution of Republic of Kazakhstan.

The Addresses to people of the President of Kazakhstan and it’s role in the development of economics state. The content of notions “inflation”, “budget deficit”, “deflation”, “default”, “unemployment”, “employment”, “budget surplus”, “poverty”, “minimum living” “consumer basket”, “average wage”, “average living duration ”, “minimal calculation index” and others in a foreign language.

Theme 7. Professional terminology in a foreign language for study theoretical bases of Public and Local Governance

Forming professionally-language competencies of specialist of new formation in the area of public and local governance to:

a) Develop skills and proficiency of reading, listening and writing on the literature on selected specialty;

b) designing different kind of academic texts, which are suited to the texts of handouts and to lections, dialogs, monologs on learning-professional themes;

c) Intensive study to basic functional-semantic type of speaking: monologue descriptive, narrative monologue, soliloquy, reasoning, dialogue, conversation, dialogue, discussion.
