Explanatory MEMORANDUM

“Professionally Oriented Foreign Language“course is included in the list of mandatory basic disciplines in accordance with “The State Compulsory Standards of Higher Education” for all specialties including 5B05100- Public and Local Governance specialty and comprises the study of the basic concepts, principles and methods of state and local management, the major approaches used in the organization of activity of state service.

The peculiarity of the “Professionally Oriented Foreign Language” course discipline training is in the fact that language is considered as one of the instruments of an access to a world of professional knowledge, and content of training is distinguished by combination of disciplinary and language components.

The course is focused on understanding the principles, methods, essence of management, use of tools of state management. Students should have vision about main stages of evolution of managerial thoughts, representation about tendencies and perspectives of the development of public management.

“Professionally Oriented Foreign Language” course is closely related to many disciplines which comprise the assessment of property.

The aim of the subject is the development of a foreign language skills and habits use in the sphere of professional communication e.g., study and characterization of the contact of the subject area of the specialty in the foreign language, the terminology of the basic concepts and principles, approaches to public and local management, effective control, organization of authorities distribution, various approaches to the effectiveness of leadership in foreign language terms.

The objective of the discipline is to conduct management function by teacher, e.g. to disclose web-links to students on the themes, to offer topics for discussion, to read the professional texts to extend vision of professional activity and to introduce with the various opinions on the subject. It is important to learn to read academic journals and to write essay on the target topic.

The subjects studied prior to the study of the given discipline are as follows: the theory of public administration, economics and business law.

The subjects that contain the knowledge and skills indispensable for the indoctrination of the course are as follows: a foreign language, economics, macroeconomics, microeconomics, accounting business, finance and statistics.
