Draft decision
UN Literacy Decade: education for all
The Executive Board of UNESCO,
Deeply concerned about the problem of illiteracy in all countries,
Paying attention to the disadvantages of the financial position of the majority of developing countries,
Declaring the unity of all countries which are included in UNO,
Regarding the capacities of developing countries which have high percent of illiteracy,
According to the applicable rules of the international law,
Taking note of the aspiration of countries to cooperate and support developing countries,
Recalling Regional Conferences in support of Global Literacy,
Recalling further the International Plan of Action,
Deeply concerned about the persistence of the gender gap in education, which is reflected by the fact that nearly two thirds of the world’s adult illiterates are women,
Welcoming the considerable efforts that have been made to address the objectives of the Decade at various levels,
Being convinced of countries ’ readiness to cooperate with each other and help developing countries with low literacy rate,

"Calls upon Member States to create special conditions for students from developing countries and countries with low literacy rate including:
a. free education, schOlarship, and reduced cost of accommodation IN HIGHER EDUCATION INSTITUTIONS OF THEIR NATIVE COUNTRIES;
b. opportunity for these students to attend medical schools IN THEIR NATIVE COUNTRIES;
c. work opportunities for these students IN THEIR NATIVE COUNTRIES"

Contents: Calls upon Member States to create special conditions for students from developing countries and countries with low literacy rate including:
a. free education, scholarships, and reduced cost of accommodation at different international schools and universities;
b. opportunity for these students to attend medical schools and pedagogical universities all over the world
c.to provide these students with work opportunities for two years after graduating from university as a practice
