Draft decision
UN Literacy Decade: education for all
The Executive Board of UNESCO,
Deeply concerned about the problem of illiteracy in all countries,
Paying attention to disadvantages of financial position of the majority of developing countries,
Declaring the unity of all countries which are included in UNO,
Regarding the capacities of developing countries which have high percent of illiteracy,
According to the applicable rules of the international law,
Taking note of the aspiration of countries to cooperate and support needy countries,
Recalling Regional Conferences in support of Global Literacy,
Recalling further the International Plan of Action,
Deeply concerned about the persistence of the gender gap in education, which is reflected by the fact that nearly two thirds of the world’s adult illiterates are women,
Welcoming the considerable efforts that have been made to address the objectives of the Decade at various levels,
Being convinced in countries readiness to cooperate with each other and help developing countries with low literacy rate,
