ОТНОСЯЩИХСЯ К БЕЗОПАСНОСТИ СУДОВ И ПРЕДОТВРАЩЕНИЮ
ЗАГРЯЗНЕНИЯ
1 ВВЕДЕНИЕ
2.1 Договаривающиеся правительства и Стороны Международной конвенции по охране человеческой жизни на море с поправками (СОЛАС-74), Международной конвенции по предотвращению загрязнения с судов 1973 г., измененной Протоколом 1978 г. к ней (МАРПОЛ-73/78), и Международной конвенции о подготовке и дипломировании моряков и несении вахты 1978 г. ПДМНВ-78) обязались осуществлять положения этих конвенций для обеспечения того, чтобы с точки зрения безопасности человеческой жизни на море, судно было пригодно к эксплуатации, для которой оно предназначено и для предотвращения загрязнения морской среды от сбросов вредных веществ.
Первостепенная ответственность за обеспечение этих целей, в отношении любого конкретного судна, остается за Администрацией флага судна. Ни малейшей попытки заложить в данном документе какое либо руководство Администрациям в этом отношении не делается.
2.2
RECOGNIZING that efforts by port States in these areas contribute to enhancing maritime safety and the prevention of marine pollution,
RECOGNIZING FURTHER that resolution A.681 (17) requests the Maritime Safety Committee and the Marine Environment Protection Committee to further develop and promulgate, as a matter of urgency, more detailed guidelines for the control of operational requirements related to the safely of ships andpollution prevention,
HAVING CONSIDERED the recommendations made by the Maritime Safety Committee at its sixty-second session and by the Marine Environment Protection Committee at its thirty-fourth session,
1. AGREES that, when there are clear grounds, as defined in the Annex to this resolution, for believing that the officers and crew are not familiar with essential shipboard procedures, then port State control should be extended to include operational requirements in respect of the safety of ships and of pollution prevention;
2. ADOPTS Ihe Procedures for the Control of Operational Requirements Related to the Safety of Ships and Pollution Prevention, set out in the Annex to the present resolution together with guidelines for the control of operational requirements related to the safety of ships and pollution prevention, set out in the Appendix to the Annex to present resolution;
3. REQUESTS the Maritime Safety Committee and the Maritime Environment Protection Committee to
(a) to consider amalgamating with the present resolution, the resolutions and recommendations on port State control listed in paragraph 4 of the Annex to the present resolution; and
(b) to periodically review the procedures and guidelines in the light of experience gained;
4. IN VITES Governments, when exercising port State control, to implement the aforementioned procedures and guidelines and to provide the Organization with information on their application;
5. REQUESTS the Secretary- General to circulate, when necessary, the updated information provided by Governments;
6. REVOKES resolution A.681(17).
