18. Evaluation and selection of appropriate technology for a FIU requires identification of requirements and assessment of the features offered by various COTS products or solutions with respect to those requirements.

19. The need for a new application or function requires analysis before acquisition or creation to ensure that business requirements are satisfied in an effective and efficient approach (refer FD14.04 - Identify automated solutions). This process covers the definition of the needs, consideration of alternative sources, review of technological and economic feasibility, execution of a risk analysis and cost-benefit analysis, and conclusion of a final decision to ‘make’ or ‘buy’.

20. FISMM lists out the required functionalities under each domain which supports the implementation of base practices. List of required functionalities can be identified on the basis of implementation roadmap. The required functionalities can form the basis to seek response from product/solution providers. The technical evaluation would be based on various criteria including the degree of match between the required functionalities and the features of COTS products or solutions. Figure 10 represents the steps involved in evaluation of appropriate technology for a FIU.

Conclusion

22. FIU Information System Maturity Model (FISMM) presents a framework to assess the various stages of process maturity and implementation of information system in a FIU. This framework also assists in performance management, process improvement, IT strategy formulation and technology evaluation in FIU environment.
