Description | Strategic analysis uses available and obtainable information, including data that may be provided by other competent authorities, to identify ML/TF related trends and patterns. Strategic analysis is performed on large quantities of data. It allows looking at many individual cases holistically, to identify patterns amongst them and understand what these patterns represent, and to detect leads for tactical / operational analysis. |
Goals | · To provide insight and overview · To predict developing or future trends and patterns · To identify or predict vulnerabilities |
Goal Indicators | FG06.01 - Number of strategic analysis reports prepared FG06.02- Instances of strategic analysis helping in planning of the FIU FG06.03 - Instances of strategic analysis impacting the industry or other FIU stakeholders FG06.04 - Instances of strategic analysis helping in formulation of regulatory laws and policies |

Notes | Strategic analysis often develops the knowledge used for the future work of the FIU. One of its main characteristics of strategic analysis is that it is not related to individual cases, but rather to large issues such as trends, patterns, geographical studies, behaviours and others. It is the “big picture” view. Strategic analysis may also help establish policies and goals for the FIU or more broadly for other entities within the AML/CFT regime. It can assist FIU management in prioritizing duties, to inform the industry and FIU stakeholders (law enforcement / international FIUs), and to develop or improve regulatory laws and policies. Strategic analysis can also be used to determine ML/TF related threats and vulnerabilities. |
Base Practices
FD06.01 – Define terms of reference
Description | Determine the purpose of the analysis. |
Example Work Products | FD06.01.01 - Term of reference of analysis FD06.01.02 - Confirmation of the audience FD06.01.03 - Description of information already known about the topic FD06.01.04 - Enumeration of what questions need to be answered FD06.01.05 - Data range (dates) |
Notes | The terms of reference forms the basis for determining the type of analysis that needs to be used. |
