The Government-the Council of Ministers of the Republic ofKazakhstan -is the central body of state administration, the executivepower in the Republic of Kazakhstan. The Government performs dailyfunctions for the organization of the state. In its activity, theGovernment is accountable to the President and responsible toParliament.
The structure of the government and their duties are lined out inthe Kazakhstani Constitution and by laws passed since its adoption.The Government itself is divided into three branches: theexecutive, legislative, and judicial.The President of the Republic of Kazakhstan is the official Head ofState and is considered the highest government official. ThePresident embodies the unity of the people, guarantees theimplementation of the guidelines of home and foreign policy. ThePresident represents the Republic of Kazakhstan Belarus in the relations withother states and international organizations. The President takesmeasures to protect the sovereignty of the Republic of Kazakhstan, itsnational security and territorial integrity, ensures political and economic stability, continuity and interaction of bodies of statepower. The President is also the Commander-in-Chief of the ArmedForces of the Republic of Kazakhstan.
In conformity with the Constitution the President of theRepublic of Kazakhstan:
appoints national referenda;
appoints regular and extraordinary elections to theHouse of Representatives, the Council of the Republicand local representative bodies;
forms, abolishes and reorganizes the Administration ofthe President of the Republic ofKazakhstan, other bodies ofstate administration;
appoints the Prime Minister of the Republic of Kazakhstanwith the consent of the House of Representatives;
with the consent of the Council of the Republic appointsthe Chairman of the Constitutional Court, the Chairmanof the Supreme Court, and the Chairman of the SupremeEconomic Court from among the judges of these courts;
conducts negotiations and signs international treaties,appoints and recalls diplomatic representatives of theRepublic of Kazakhstan in foreign countries andinternational organizations.
The President is also entitled to:
introduce the state of emergency in the territory of theRepublic of Kazakhstan in case of a natural disaster or acatastrophe;
abolish acts of the government;
exercise directly or through the bodies created by himsupervision of observance of laws by local organs ofadministration and self-government;
exercise other powers entrusted to him by theConstitution and the laws.
