In 1992, right after the proclamation of sovereignty of Kazakhstan, the law “On education” was adopted. This law fixed compulsory and free education for all children of school age. In 1995 the Republic adopted a new Constitution, which proclaimed the compulsory and free education. In 1999 a new law “On Education” of the Republic of Kazakhstan was adopted where three levels of general school were defined:

primary 1-4 classes

basic 5-9 classes

senior 10-11 classes

The ways of getting secondary education were defined in general school (day, evening) and through vocational schools (lyceums) and colleges.During the last ten years in Kazakhstan more than ten state programs concerning the sphere of education have been adopted. The process of realization of these programs is periodically solved at the government level. President N.A. Nazarbayev annually meets talented children, teachers, workers of ministries. At these meetings they discuss perspectives of the system of education, solve appearing problems.The higher educational institutions of Kazakhstan prepare specialists for different spheres of agriculture, science and culture on the basis of secondary education.The higher educational institutions include universities, academies.The first higher educational institutions were opened in Kazakhstan in 1919-1920. By 2001 in all the higher educational institutions of the Republic 265000 students studied.In 2001 the bill of the President of the Republic of Kazakhstan “On giving the special status to some state higher educational institutions” was adopted. Nowadays through this bill the special status is given to 8 HEI. They are:

 

London London is the capital of Great Britain, its political, economic and cultural centre. It is one of the largest cities in the world and the largest city in Europe. Its population is about 8 million people.

London is situated on the both banks of the River Thames. Today in its full extent Greater London covers 625 square miles. Traditionally London is divided into several parts: the City, Westminster, the west end and the east end. They are rather different from one another. The City is the heart of London. Numerous banks, offices and firms are situated there. It is the financial centre of the UK, with many banks, offices and the Stock Exchange. But the City is also a market for goods from all parts of the world. The City extends over an area of about 2,6 square kilometres. About half a million people work there, but less than 6 thousand live there.Westminster is the historic centre of government. The west end is the richest and most beautiful part of London. The best hotels, shops, restaurants and theatres are situated there. There are beautiful houses and gardens belonging to the wealthy people. Oxford street in the west end is the endless shopping area which attracts visitors from all over the world.The east end is the poorest part of London. There are a lot of factories and docks here. The port of London is also in the east end. The streets in the east end are narrow, the buildings are not attractive. The east end is populated by working class families.
