Kazakhstan has managed to survive the demographic stress that occurred after the collapse of the Soviet Union. In addition to the natural process of birth and death, a contribution to the demographic problems made and migration, especially outside. In Kazakhstan, the "brain drain" from the country will not, reports "Megapolis" referring to the deputy chairman of the Committee of Science, Ministry of Education Valeria Mogilny.

"<...> The problem now is not so acute as in the 90 years of the last century. Then the brain drain was not only out of the country to their historic homeland, but also in developing a small business sector, and other structures. In current conditions of an open society is gradually eroded the legal boundaries between states, so the concept of "work abroad" is gradually disappearing. Together with the Ministry of Foreign Affairs established relations with Kazakhstan i scientists working abroad (in the database 121 scientists). And in accordance with the Law "Citizenship of the Republic of Kazakhstan " compatriots may apply for restoration of Kazakhstan citizenship, if they get a permit for permanent residence in the country, "- says Mogilny.

Note that since 1 January 2012, the staff of several research institutes in Kazakhstan have lost their jobs. Their three-year program of basic research had been completed, and new projects are not approved. Meanwhile, as the newspaper notes, our scientists in China suggest the following conditions: good salary, bonuses, reimbursement of travel expenses and payment of medical insurance. On research and development each scientist are five million yuan (806,000 dollars).

However, according to the publication, the PRC has no left. The paper suggests that, perhaps, our scientists stopped the special requirements of the Chinese authorities: the age of the candidates should not be older than 65 years, the contract must be lived in China for three years and so on. Or, they are waiting for a response from the Kazakh Ministry.
