Organization of operations in a Merchant sea port

Merchant sea port performs the economic functions. It carries out loading and unloading operations, transshipment of cargo, warehousing procedures. Most of the Russian Sea Ports service inbound \outbound foreign ships and deep sea vessels’ passengers.

Merchant sea port also performs the administrative functions. It ensures safe navigation and proper order within the port.

Sea Port issues and checks up the ship’s papers, qualification certificates of ship officers. Port Administration is responsible for registration the vessels in the State Register of Shipping, organization of pilotage and towage service. The most important administrative function is clearance the vessels inwards and outwards.

General director is the head of the port. Harbour Master is his assistant. He is called deputy general director. His main duty is safety of shipping and proper order in the port.

There are a lot of departments in the port: mechanization, technology, shipping, commerce and others.

Cargo handling complexes deal with specific types of cargoes (general cargo, timber, ore, coal, containers etc.). They include terminals, complex stevedore gangs, traffic control service, warehouses, open storage facilities and their personnel. The head of each cargo handling complex is a superintendent. He controls cargo handling operations on berths and in warehouses.
