Introduction

Currently, the problem of investment development in Russia is very urgent. The country acute needs modernization and renovation of capital assets, upgrade of existing equipment to improve the competitiveness of existing enterprises, as well as investments in innovative projects. The Government is actively promoting similar ideas. Nevertheless, the main problem has not been solved - it is first necessary to create a comfortable environment for investors. Set of social, economic, organizational, political, legal and ethno-cultural background and forms the investment climate of the country or a region.

The logical result of the effectiveness of the investment climate is the achievement of certain investment objectives. At the same time activity of different local institutions in order to create, in their view, a more favourable investment climate is not always adequately accompanied by an increase in investment flows.

The effectiveness of the investment climate for a particular area appears in two aspects: the economic and social. Economically - through an increase in macroeconomic indicators, especially per capita GDP and export capacity. Socially: its manifestation is the reduction of social risks, the increase in wages, and hence the purchasing power of the territory.

The study of these processes is very important both at the level of the whole country, and the level of a particular region, since Russia is characterized by significant differences in the investment climate of the Russian Federation. Therefore, for effective development these features must be taken into account. Improving the investment climate would increase economic growth and improve the social status of the population.
