Lawfulness (rule of law)
1. In implementation of the Convention the States Parties shall ensure that private military and security companies, including their the personnel of private military and security companies, and all governmental and non-governmental employees, structures and bodies related in any way to their activities, should function under officially enactedadopted laws which are uniformly and independentlyequally implemented and independently appliedused and which are consistent with international human rights norms, and standards and principles.
2. Each State Party shall take such legislative and other measures as may be necessary to ensuremake private military and security companies and their personnel comply withobserve the legislation of other states in whichwhere they provide military and/or security services.
3. The agreements on provision of military and/or security services entered intoconcluded by private military and security companies as well as their employees shall be consistent with the legislation of states or territories:
- wherein which territory such entities are established and registered;
- wherein which territory such entities carry out their activities and provide services;
- whoseWhich nationals are employed to work for such companiesentities.
