REGULATION

On holding the I International youth Forum “In the City”.

General regulations

The first International Youth Forum “In the City”, from 23 to 27 of June 2014, will take place in a sport & health summer camp “Aino”.

The Forum is organized by the youth affairs division of the Petrozavodsk urban district administration; the Partners and co-organizers are youth-related governmental and municipal organizations and institutions that work closely with youth; and public authorities that support youth policy implementation.

The Forum is a key event of the municipal youth policy of the Petrozavodsk urban district (Republic of Karelia, Russian Federation) in 2014. Holding the Forum conforms to departmental program line of the State Committee of the Republic of Karelia for Social development of Petrozavodsk urban district Administration “Youth policy of Petrozavodsk urban district for 2014–2016”.

The goal of the Forum: to determine and properly embody the role and place of the youth in urban development in the context of integration processes.

The objectives of the Forum:

1. Promotion of youth cooperation on intermunicipal, interregional, and international levels.

2. Providing conditions for potential and action coordination of state and public institutions in youth policy implementation.

3. Form and increase competency level of youth activists who actively participate in city development.

4. Teach the participants a skill of personal identity and fulfillment in the context of modern changing world.

5. Develop and promote the positive image of Petrozavodsk.

6. Expand the international collaboration area of youth-related organizations.

7. Conduct a public opinion survey among young people to find a collective development pattern.

The participants of the Forum:

The proposed number of participants is 200 people, including the representatives of foreign delegations. Experts of different fields are also invited.

The age of participants is 16 to 25.

The Forum may be attended by:

· representatives of educational institutions and student government organisations;

· representatives of youth-related public organizations, initiative groups;

· representatives of teenagers-oriented youth clubs;

· young experts working in different institutions and organizations;

· young families;

· young people with a pro-active attitude to life.

In order to take part in the Forum you must apply online at http://vk.com/forum_in_the_city before the 17th May 2014. According to the selection results the organizers of the Forum will send personal letters of invitation to the participants not later than June 1, 2014.

The applicants who passed the contest pay 1500 roubles arrangement fee, which meets expenses on meals. The payment shall be made by a cashless transfer in due form.

Living conditions at the Forum

· Visa support. The organizers provide special letters of invitations to the participants for getting a visa.

· Transfer. The participants individually pay for the transfer from their place of residence to Petrozavodsk and back. The organizers meet the participants and provide the transfer to the camp “Aino” and back.

· Accommodation. The participants of the Forum will reside in the tents, which they will place by themselves at the territory of the Forum. For the purpose of the more comfortable residence at the territory of the Forum the participant are advised to take their own tents, mats, and sleeping bags. The organizers may provide the participants with necessary equipment. It is possible for the participants who cannot dwell in the tents due to health issues to live in the camp building.

· Food. At the Forum the participants will have three meals daily in the camp canteen. A special menu for the vegetarians/participants with food allergies is catered for. Also there will be a shop on the territory of the camp.

· Security. The Forum will have its own voluntary security service and hourly first aid post. The territory of the camp is sprayed with anti-mite treatment. The representatives of law-enforcement authorities will be involved in security control of all the events. The participants are fully responsible for their life and safety.

· Territory. The territory of the camp and the buildings are partly accessible for physically challenged people.

· Eco-friendliness. Smoking, drinking alcohol and drug abuse are banned on the territory of the Forum. Garbage will be regularly collected and disposed.

· Informing and coordination. In order to inform the participants on current and urgent issues in time there will be public address system and information boards. The Forum is coordinated by the creative partnership group of instructors, tutors, experts.

· Working languages: Russian, English.
