The WTO is a member-driven organization and MTN are negotiations between members. This means that chairs of negotiations groups are appointed amongst representatives of members and not the staff of the Secretariat. The chairpersons of the negotiating bodies are appointed by the General Council. In the selection of the chairs, due attention is given, to the extent possible, to an equitable representation of developed and developing countries, and geographical representation.
The chairpersons play a neutral role in the negotiations. Their function is to ensure a transparent process and to facilitate consensus-building amongst members. They have to carefully consider and attempt to reflect all the views expressed. The chairpersons have to report regularly to the TNC on the progress made in the negotiations. These reports have to be endorsed by all members and reflect, if no consensus was reached, the prevailing different positions of delegations.
It is a common practice for the chairpersons to hold their own consultations with delegations in an effort to forge consensus. Chairpersons can also appoint a Тfriend-of-the-chairУ to undertake informal consultations in small or open-ended formats.
