FOR AMERICAN CITIZENS

The American Embassy in Kyiv provides a wide range of services to American citizens in Ukraine. The Consular Section is staffed by American Foreign Service Officers and a staff of both American and Ukrainian citizens who can help you with a variety of problems that may confront citizens abroad. The pamphlet is designed to help Americans understand the service we can offer and to provide useful information for your stay in Ukraine. This pamphlet is not all-inclusive. If you have a problem or question not addressed here, call us at the numbers listed or stop by during our public hours. We are here to help you!

We are closed on American and Ukrainian holidays and the last woeking day of every month, except for emergence services.

Mon-Fri 8.30 a.m. – 12.30 p.m.

REGISTRATION

All US citizens residing in Ukraine for more than a few days are encouraged to register with the Embassy. Registration allows us to:

· Help more quickly if your passport is lost

· Contact you in case of an emergency

· Provide information about your whereabouts to family and friends if you sign a Privacy Act Waiver)

· Include you in our warden system, which we use to keep American citizens advised of what to do in case of an emergency (you will be included only if you give your permission)

To register, you simply need to present your US passport at the Consular Section during public hours and complete a single form. There is no charge for this service.

WARDEN SYSTEM

Any American citizen who registers may become part of our warden system. Your name will be given to a volunteer American-citizen “warden” in your area. Your warden will contact you in the event of an emergency to pass on to you information from the Embassy. Your warden may also be able to serve as a point of contact for other useful information from the Embassy.

If you are registered, and you have signed a Privacy Act Waiver, we will be able to provide information about you to your family.

UKRAINIAN AUTHORITIES

American citizens staying Ukraine for more that 6 months must register with local authorities (OVIR).

Failure to properly register cause for delays when leaving the country. Americans who do not comply with this law may face fines and may have to reschedule their flight out of the country.

While in Ukraine, you are subject to Ukrainian law and procedure which quite often differs from US law and procedure. If Ukrainian authorities discriminate against you because you are American or treat you unfairly compared with normal Ukrainian procedure, we may be able to intervene on your behalf. However, we encourage everyone to work via local lawyers. In the end, only Ukrainian authorities have the power to resolve disputes.

PASSPORT SERVICES

Americans should safeguard passports as they would any other valuables. If your passport is lost or stolen in Ukraine, come to the Consular Section during American Citizen Services’ public hours to apply for a replacement. If you need to renew your passport, you may come to the Consular Service during public hours to apply for a new passport.

To issue an American passport, we must have proof of identity and citizenship. If you are renewing a passport that is still valid, your passport will serve as proof of both identity and citizenship. Otherwise, to prove your identity you need to provide two forms of photo ID, such as a driver’s license. To prove citizenship, you need to provide an original or a certified copy of your US birth-certificate, certificate of naturalization, or Consular Report of Birth Abroad.

Effective April 2002, US passport must be issued in a photo-digitized format. This requires sending the application to the US by express mail within approximately two weeks. All passport applicants must provide two identical 2’’x2’’ photos in either color or black and white. The fee to renew an adult passport (including lost or stolen) is $85, for a minor the fee is $70.

BIRTH REGISTRATION

A child born to two American citizen parents abroad automatically acquires US citizenship at birth if one of the parents has resided in the US or its outlying possessions before the birth of the child. A child born to one American citizen parent may acquire US citizenship, if the American parent resided in the US before the birth of the child for at least 5 years, two of which were after attaining the age of 14.

After presenting all the necessary documents, you will receive a Report of Birth Abroad. This will serve as the child’s proof of US citizenship. The cost is $65.

ADOPTION IN UKRAINE

Foreign citizens

May adopt only those Ukrainian children who:

-are qualified for adoption

-have been registered with the National Adoption Center for one year without any Ukrainian family coming forward to adopt them or become their guardians.

If the child suffers from a disease on the list of diseases issued by the Ministry of Public Health Protection, the one-year waiting requirements may be waived.

The Adoption Center is the ONLY legal Ukrainian authority that maintains a database of children available and qualified for adoption.

IMPORTANT: Pre-selection of children for adoption in Ukraine is not allowed.

To start the process of international adoption, prospective adoptive parents must file 1-600 petition with the closest INS office. For more detailed information on the international adoption process in Ukraine, please visit our web- site. Upon completion of a legal adoption, adoptive parents must request an appointment with the Consular Service.

 

ABSENTEE VOTING

We have information on how to register to vote to obtain absentee ballots for federal and state elections. We can place properly packed, addressed and stamped (with US domestic postage) absentee ballots in the US Government mail system.

 

FEDERAL BENEFITS & SOCIAL SECURITY

Under current agreements, if you are entitled to US federal benefits, such as Social Security or Veterans benefits, you may receive these benefits in Ukraine only by coming in person to the Consular Section during public hours. We can also assist you in contacting the Social Security Administration, the Department of Veterans Affairs and other offices.

 

DEATHS OF AMERICAN CITIZENS

If, unfortunately, an American citizen dies in Ukraine, the death should be reported immediately to the Consular Service. If the next-of-kin was not with the citizen at the time of death, we will notify them and work with them to carry out their wishes with regard to burial or repatriation of the body. The Consular Section can also, with the-next-of-kin’s permission, act as a liason between the family and local authorities. We will also prepare the necessary documents to allow the families to return the body to the US, if that is their wish, and a Report

of Death of an American Citizen Abroad. This document is based on the Ukrainian death certificate and can be used in the US for most legal purposes.

 

FAMILY EMERGENCIES

If your family needs to contact you because of an emergency at home or because they are worried about you, they may call the State Department’s Citizens Emergency Center. The State Department will relay any message to us and we will attempt to contact you.

Within the limits of what we are permitted and able to do, we look forward to providing consular services to you.
