Consular functions

Consular functions are described in general terms in the 1963 Vienna Convention on Consular Relations as follows:

Protecting in the receving state the interests of the sending state and its nations, both individuals and bodies corporate, within the limits permitted by international law; furthering the development of commercial, economic, cultural and scientific relations between the sending state and the receiving and otherwise promoting friendly relations between them in accordance with the provision of the Convention; ascertaining by all lawful means, conditions and developments in the commercial, economic, cultural and scientific life of the receiving state and reporting thereon to the Government of the sending state, and visas or appropriate documents to person wishing to travel to the sending state; acting as notary and civil registrar and performing certain

Function of an administrative nature; transmitting judicial and extra-judicial documents or executing letters or commissions to take evidence for the courts of the sending state in accordance with the international agreement.

International Relations of Kazakhstan

Kazakhstan has established diplomatic relations with more than 120 countries. About 70 foreign diplomatic missions and offices are accredited in Kazakhstan. Kazakhstan has more than 50 embassies and diplomatic missions of its own abroad. Kazakhstan has stable relationship with all of its neighbors and is member of 64 international organizations, which include the United Nations, Organization for security and Cooperation of Europe, Council and Organization of the Islamic Conference. It is an active particant in North Atlantic Treaty Organization’s (NATO) Partnership to Peace Program. Kazakhstan is also a member of the Common wealth of Independent states, the Economic Cooperation Organization and the Shangai Cooperation Organization along with Russia, China, Kyrgyzstan, Tajikistan and Uzbekistan.

When it takes the form of bilateral negotiation it may be relatively informal, but multilateral negotiation is conducted on a formal conference basis.

International conferences can be classified in a number of ways. They may be bilateral or multilateral; single – subject or multi subject; ad hoc or regular.

International conferences may also be classified in terms of the objectives that they set out to achive. They may be serve as a forum for the general discussion of a subject or subjects; to make non-binding recommendations to governments to international organization; to make dicisions finding on governments; to negotiate and draft a treaty or other formal international instruments; to provide for the pleading of voluntary contributions to international programmers; to make decisions giving guidance or instructions to the secretarial of an intergovernmental organizations, the standing or executive committees or international organizations in the interim between plenary sessions.

A Diplomat

The diplomat must understand other countries, other cultures, other societies and know what makes them tick. He must like people and be genuinely interested in them. He needs have a knowledge and understanding of his own country: its political, social, economic and demographic structure and institutions; its human and economic resources – agriculture, industry, finance; and its foreign policy priorities, knowledge of mechanism and procedures of international intercourse. This means to know the worldwide network of diplomatic missions and consular posts, their functions, their practice and structure.

He must have functional skills in negotiating and in day-to-day diplomacy, in observing, analyzing and public diplomacy and cross – cultural skills. He must have the following qualities; political awareness, personal acceptability; intellectual curiosity, leadership. He must know several foreign languages.
