U.S. Customs and Border Protection officers at the San Luis port of entry stopped almost $1 million in cocaine from being smuggled into the country. CBP officers questioned a 22-year-old man from Mexico driving a 2003 Dodge 2500 truck. During the routine questioning, officers became suspicious of his behavior and answers and decided to thoroughly inspect the vehicle.
During the inspection a CBP narcotics detector dog alerted the odor of narcotics coming from the vehicle, which led the officers to a compartment built into the dashboard. Officers opened the compartment and discovered 14 packages of cocaine, weighing 16 kg. Estimated street value of the narcotics is $924,000.
The driver, a Mexican citizen from Rio Colorado, was immediately arrested and turned over to Immigration and Enforcement agents. The vehicle and narcotics were seized.

Customs officers are responsible for ensuring that imported and exported goods are properly identified and seized if stolen or smuggled. The functions and legal powers of customs agencies vary from country to country. In 1950 the Customs Cooperation Council (now the World Customs Organization or WCO) was established to secure “the highest degree of harmony and uniformity in customs systems”. The functions of WCO include proposing practical means of attaining this goal; preparing draft conventions and amendments to conventions and recommending their adoption by interested governments; making recommendations to ensure the uniform interpretation and application of conventions; ensuring the circulation of information regarding customs regulations and procedures; providing information or advice on customs matters to interested governments; and cooperating with other governmental organizations.

Cops Decry Barriers In War With Pirates
The Interior Ministry and its Economic Security Department are being hindered in their efforts to clampdown on counterfeiters in part due to a lack of cooperation from the West.
Such factors as low purchasing power and mild punishments for offenders, could help push up the number of factories making pirated CDs and DVDs.
Russia has become the world’s leading exporter of illegal disks and has the biggest domestic market for pirated music after China.
But while the West often criticizes Russia for not doing enough to root out piracy, it does little to help. The “paradoxical situation” is that all the sophisticated machines needed to mass-produce CDs and DVDs come from abroad.
Pirates use false documentation to bring in the machines. If the Customs authorities had some pre-emptive information from the West, they would already be waiting for the equipment at the customs.
Deputy director of the Russian anti-piracy Organization said that the state – and not Western governments – should be faulted for the import of disk-copying equipment. Licensed DVDs – which retail for up to 500 rubles but cost 10 rubles to make – have been priced out of the market, opening the way for counterfeiters. Furthermore, those pirates who are caught often get off much too easily.
Last year, 446 people were found guilty of violating intellectual property rights and trademark law, but only 11 of them were sentenced to time in jail. The rest got away with fines and suspended sentences.

U.S. Hit by Russian Pirate Sales
Sales of pirated films, software and books in Russia cost U.S. copyright holders billions of dollars. Only China surpassed Russia in piracy.
Increasing the penalty for counterfeiters and using special labels to make pirated merchandise easier to recognize are among the suggestions put forward by the lawmakers.
Deputy Prosecutor General called for a crackdown on manufacturers and retailers of counterfeit merchandise, as on those who provide floor spaces, equipment or other support for pirates.
Unauthorized copies of the latest Hollywood hits as well as pirated business software are easy to find throughout the country and it results in the large losses for copyright holders.
Counterfeit goods account for 35 to 90 percent of turnover in certain market segments, but the most troubling are food and medicine.
