By popular usage “the Government” often means the same thing as the Cabinet. But strictly, the Government is a far larger body, because it includes:
1. Cabinet Ministers;
2. Senior Ministers of Non-Cabinet Rank;
3. Ministers of State who are second office holders of full ministerial rank in the most important departments. For example, Minister of State (Foreign and Commonwealth Office, Home Office, Defence Office);
4. Parliamentary Under-Secretaries of State - the political assistant to the Home Secretary has the title of Parliamentary Under-Secretary of State for Home Department (or Under-Secretary, Home Office);
5. The four law officers of the Crown: for England and Wales, the Attorney General, Lord Advocate, the Solicitor General for Scotland. They are the chief legal advisors to the Government. They are always members of the House of Commons.
The whole Government consists of about 80 people. All the members of the Government, the Cabinet Ministers as well as those who hold inferior ministerial posts must be members of the House of Commons or the House of Lords. But the Prime Minister must always be a member of the House of Commons.
New Prime Minister may make changes in the size of the Cabinet and may create new ministries or make other changes.
The Cabinet is the executive body of the Government. It is a body of leading ministers or “heads of government departments”. Their number is not rigorously fixed but in normal times the Cabinet has about 20 members.

· Primary education (5 to 11 years). It takes place in infant schools for pupils aged from 5 to 11 years and in junior schools for pupils from 8 to 11 years. Some LEAs have a different system in which middle schools replace junior schools and take pupils aged from 9 to 12 years. The infant school is to a large extent a continuation of the activities of the nursery school. The three Rs (reading, writing, arithmetic) are taught for about twenty minutes a day during the first year, gradually increasing to about two hours in their last year. The remainder of the time is spent in such activities as modelling, painting, drawing, and singing. There is usually no written time table.
At seven the pupils study at the Junior School. The children follow a regular time table for the first time. They have such subjects as: English, Arithmetic, History, Geography, Nature Study, Art and Music, Religious Instruction, Physical Education and Swimming. Towards the end of their fourth year they will write 11+Examination on the result of which they will proceed the following September to secondary schools.
