A) Based on Condoleezza Rice’s speech and what you have learnt from the textbook please decide whether the following statements are correct or not.

Q1: Today the USA tries to promote democracy and capitalism worldwide; accordingly, it champions human rights and free trade. CORRECt

Q2: According to the theory of hegemonic stability, one state should be powerful enough to maintain the essential rules governing interstate relations, albeit it does not require that particular state to be willing to do so. INCORRECT (because hegemony means that “one state is powerful enough to maintain the essential rules governing interstate relations, and [is] willing to do so”. See especially Keohane and Nye, 1977, p 44.)

Q3: The USA intends to establish international rules and norms that the country encourages others to follow. CORRECt

Q4: A liberal international economy requires a hegemon committed to liberal economic principles, as Great Britain was in the nineteenth century and the United States was in the twentieth century. CORRECt

Q5: According to Gilpin, a hegemon is neither a necessary, nor a sufficient condition for the establishment of a liberal international economy. INCORRECT (because in Gilpin’s opinion, a hegemon is “a necessary but not a sufficient condition for the establishment of a liberal international economy”. See also p. 94)

Q6: According to Ms Rice, the USA will remain an international leader because besides the fact that the country is a strong and powerful entity, it has also been committed to the love of liberty, and its support for democracy. CORRECt

Q7: According to the theory of hegemonic stability, the US provides military and financial help for Iraq and Afghanistan because it needs the raw materials of these developing nations. INCORRECT (because while the statement itself might be true, the theory of hegemonic stability assumes that the US also tries to propagate the rule of law, the love of democracy, etc. in these countries)

Q8: The US supports only those weak and poor nations which are ready to play according to the rules of the world economy, that is, developing nations should meet their international obligations. CORRECt

Q9: The hegemon cannot ever induce or coerce other states to support the system. INCORRECT (because just the opposite is the case according to realists)

Q10: Most of the threats to international economy and peace emerge not because of conflicts between states, but within states. CORRECt

Q11. According to he theory of hegemonic stability, the world nowadays does not require the leading role of the US because conflicts arise not between states, but within states. INCORRECT (since these conflict-ridden states “are either unable or unwilling to apply the rule of law within their borders”, thereby threatening world prosperity. See the speech of Ms Rice.)
