I.Read and translate the following words and phrases:

V. Read and translate the text. Be ready to discuss it with your partners.
The Constitution of Russia guarantees the right to higher education to all citizens regardless of race, nationality, sex, property or social states and religion, and that right is ensured by an extensively developed network of higher educational institutions. Higher educational institutions admit persons up to the age of 35 who have completed secondary schooling. (There is no age limit for evening and correspondence students).
School-leavers can be enrolled in higher schools through a system of competitive examinations. Tuition is free of charge in state Russia’ s educational institutions. Higher educational establishments include: universities, academies, professional institutes, technical training schools which offer Master’s and Doctoral degrees programs. Most higher educational institutions train both undergraduates and postgraduates in one or several specializations.
Nowadays Russia is going through a very difficult and at the same time a very important period of its historical development: a period of transition to a market economy. The most acute problem of all is the deficiency of intellectual resources and the lack of knowledge and skills required for survival of the market economy and the well-rounded education of Russia’s population
There are two forms of tuition in Russia: free and requiring payment. The university course for students runs for 5 or six years. Students with good progress in their studies are getting state grants (stipends).
