According to the approximate calculation, almost 100 000 scientists left Russia for permanent residence or while carrying out a contract in a period from 1989 to 2004. The ―brain drain‖ affected natural sciences to a considerable degree and now immigrants are the pride of overseas science. It is no surprise that nowadays Russian language is even more popular than English in CERN (Conseil Européen pour la Recherche Nucléaire), where a well-known Large Hadron Collider is can be found. In today‘s world, it is not only Europe, the USA or Japan but Russia has to compete with in the field of Research & Development (R&D): the formerly underestimated ―developing countries‖ (namely China and India) have indeed developed – into a regular competition supported by qualified researchers and skilled workers. Despite our tradition of good and accessible education, Russia is now facing ‗brain drain‘ and is also failing to keep its own companies at home. The task of this Committee is to assess the current frameworks pertaining to scientific research in Russia and Europe and seek to find the best future actions to enable efficient and successful cooperation.

The Benjamin‘s portion of students, scientists and researchers head to the U.S. However, considerable part of Russian ―brains‖ settle in Europe, particularly in

 

 

Germany. A special system, European Research Area (ERA), was set up to establish scientific communication within the European Union. Operation of a huge number of funds that provide Russian students with educational grants contribute the permanent supply of skilled personnel to the European Research Institutes, while Russian science is short on qualified scientists and researchers. According to experts‘ opinion, the ―brain drain‖ from Russia has amazingly increased lately. There are several reasons for that:

1. Low prestige of Russian educational system

2. Low social status of scientists in Russia

3. Low wages

4. High bureaucracy level

5. Low level of research recourse base

 

These are the main reasons of ―brain drain‖ from Russia. Nowadays, when Russia has joined the Bologna Process, relations between Russia and the EU need revision so that the scientific communication could develop for the benefit of social progress and growth of technology.
