♦ The past perfect is used for an action which happened before another past action or a specific time in the past.

e.g.When Jim came home, Mary had already watched the film on TV. (She watched the film first. Jim came home afterwards.)

♦ We can use the past simple, past continuous or past perfect without any difference in meaning with verbs such as think, hope, mean, expect, etc. for things we hoped or wished to do, but didn't. e.g. I expected/was expecting/had expected him to call me, but he didn't.
