Scientific basis

For economy determination, development level of every country of the world the natural condition and natural resources, underground resources, suburb land square for agriculture, volume and quality of industrial goods that are in the market demand – as basic indicator of economy, and also population quantity and their production ability, level of knowledge and living duration, health are taken into consideration. According to such countries as Germany, Japan, Korea, the human resource is more important than natural resource. For the last years, in spite of steady development shear of economy of the Republic of Kazakhstan, such indicators as the population quantity level and natural increase, birth rate and death volume, their health, social cultural demands supply are still at a low level. It is obvious that main factors of these problems are social, economic, ecologic, biologic condition of the state.

Population – a main industrial strength of the society, it is impossible to develop the production, science and technology without it, as well as the population is a main consumer of transport, agricultural, industrial products. Only the man is capable to renew the production material factor: build the complex system of land and industrial technology as well as the capital, work out all necessities for themselves and the society.

Thus, demographic condition plays an important role in matters of social and economic development, is a governing factor of effective execution of agricultutal complex. The present demographic condition of the Republic of Kazakhstan, namely East Kazakhstan region, creates the complex matter for future development of the country.

Demographic problem is significant for East Kazakhstan region, thus it is necessary to pay particular attention to demographic policy of the country that directed to the birth rate level increase and death level reduction as the East Kazakhstan region is a main center of non-ferrous metal industry. This leads to the landscape deterioration, atmosphere and hydrosphere pollution, health problems, harmful and contagious diseases distribution.

The aim of research work is – to analyze ecological and demographic condition of East Kazakhstan region and carry out regionalization in the territory in the basis of the ecological and demographic situation indicators as the studied region has enormous natural resource potentials for industry development in Kazakhstan.

The ecology development level reduction, social economic condition, infrastructure and industrial cities service spheres branches make impact on demographic condition of the region.

Ecological safety – essential condition of further successful development of whole East Kazakhstan region. The nature may be inexhaustible in case if the people would look after with care, deeply experience its legislation and profoundly apply it. The reliable protection from harmful man-made impacts has to be created.

East Kazakhstan region nowadays remains as one of the ecological disadvantaged regions of the republic of Kazakhstan. Social economic condition of the region directly made influence on the number of demographic indicators not corresponding to the development rates in a market conditions. It was marked out the following trends: the sharp birth reduction, the population death increase for the last decades as well as stable negative ratio of natural increase of population.

Thus, it is necessary to carry out scientific researches on the grounding and evaluation of the region demographic potentials as well as giving the definite social economic status for ecological renewal of the territory and population rehabilitation improvement for economic demographic regions.
