Legislative branch

The sole body of legislative power in Ukraine is the Parliament – the Verkhovna Rada. The constitutional composition of the Verkhovna Rada consists of 450 National Deputies who are elected for a 5-year term on the basis of universal, equal and direct suffrage, by secret ballot. A citizen of Ukraine who has attained the age of 18 on the day of elections, has the right to vote.

Regular elections to Verkhovna Rada of Ukraine take place on the last Sunday of March of the fifth year term. Special elections of the Parliament are designated by the President.

National Deputies of Ukraine exercise their authority on a permanent basis. National Deputies shall not have another representative mandate or be in civil service. National deputies take the oath before the Verkhovna Rada and they are guaranteed parliamentary immunity.

The Verkhovna Rada works in sessions. Meetings of the Parliament are conducted openly. Decisions of the Verkhovna Rada are adopted evclusively at its plenary meetings by voting.

The authority of the Verkhovna Rada comprises:

· Adopting laws;

· Approving the State Budget of Ukraine;

· Determining the principles of domestic and foreign policy;

· Approving national programs of economic, scientific and technical, social, national and cultural development, and the protection of the environment;

· Removing the President from office in accordance with the special procedure – impeachment.

The Verkhovna Rada of Ukraine exercises other powers ascribed to its competence in accordance with the Constitution of Ukraine.

Executive Branch

The Cabinet of Ministers of Ukraine is the highest body of the executive branch. It is responsible to the President and the Verkhovna Rada, under the control of, and accountable to the Verkhovna Rada within the limits stipulated by the Constitution of Ukraine.

The Cabinet of Ministers is comprised of the Prime Minister, the First Vice-Prime Minister, the Vice-Prime Ministers, and Ministers.

The Prime Minister is appointed by the Verkhovna Rada upon the proposal of the President. The Prime Minister manages the work of the Cabinet of Ministers and directs such work at the implementation of the Program of Activity of the Cabinet of Ministers adopted by the Verkhovna Rada.

The functions of the Cabinet of Ministers are the follows:

· To ensure the state sovereignty and economic independence of Ukraine, the implementation of domestic and foreign policy of the State, and the execution of the Constitution, laws of Ukraine and acts of the President;

· To ensure the implementation of financial, taxation policy, the policy in areas of labor and employment, social security, education, science etc.

· To ensure equal conditions of development of all forms of ownership;

· To ensure the implementation of the State Budget of Ukraine and others.

The executive power in oblasts and rayon’s, and the cities of Kyiv and Sevastopol is exercised by the local state administrations. They are formed by the heads of the local state administrations. And the Heads are responsible to the President and to the Cabinet of ministers.

Local state administrations ensure:

v the execution of the Constitution, laws of Ukraine and acts of the President, acts of the Cabinet of Ministers and other executive bodies;

v legality and legal order;

v the observance of rights and freedoms of citizens;

v the implementation of state and regional programs for socio-economic and cultural development, programs for environmental protection;

v preparation and execution of respective oblast and rayon budgets;

Members of the Cabinet of Ministers of Ukraine and heads of the local executive power bodies have no right to combine their office with other work (except teaching, research, and creative activities), or to be members of an administrative body or board of supervisors of an enterprise aimed to making profit.
