The Russian National Supplement

To the 2012 Official Rules of the Philip C. Jessup International Law Moot Court Competition

 

The Russian National Supplement to the Official Rules (the "Supplement") of the Philip C. Jessup International Law Moot Court Competition 2012 (the "Competition") has been promulgated by the Russian National Administrator with the approval of the Executive Director of the International Law Students Association (ILSA). The Supplement is intended to facilitate the conduct of the Russian National Championship. It completes and, wherever necessary and expressly stated, replaces the Official Rules of the Competition.

Supplement to OFFICIAL RULE 1.0 Organization of the Competition

Administration of the Russian National Championship

The Russian National Championship is administered by White & Case LLC (4, Romanov Pereulok, 125009 Moscow, Russia, telephone: + 7 495 645 4909, fax: + 7 495 787 3001, e-mail: opryanichnikova@whitecase.com) and the Russian National Administrator of the Competition (the "National Administrator") Maria Issaeva (Threefold, Ltd, telephone +7 495 989-17-87, fax +7 495 989-17-88, e-mail: Maria.Issaeva@threefold.ru). The above-mentioned persons are jointly referred to as the "Russian National Administration")

Interpretation of the Supplement

Any questions as to the interpretation of the Supplement shall be addressed to the Russian National Administrator. The Executive Director shall serve as final arbiter in implementation and interpretation of the Supplement. No other person has the authority to interpret the Supplement.

If any Team relies to its detriment on an interpretation by any person other than the National Administrator, such reliance will not prevent a penalty from being imposed later if the National Administrator’s interpretation differs.

Supplement to OFFICIAL RULE 2.2 Team Composition and Selection

This Supplement replaces Official Rules 2.2.1 and 2.2.2:

Minimum requirements for Team Member eligibility

A person may be a member of a Team if he or she:

(a) is pursuing a law degree or an international law-related degree; and

(b) intends to compete on behalf of an eligible institution at which he or she is enrolled as a full-time or part-time student as of either (i) the Team Member registration deadline, (ii) the institution’s National or Regional rounds, or (iii) the International Rounds; and

(c) has not engaged in the practice of law in any jurisdiction after graduating from any type of law degree program (in particular, has not been admitted to the Russian bar (" Advokatura ")); and

(d) has never participate as judge, either of Memorials or in any Oral Round.

2.2.2 Executive Director’s written permission required in certain cases

In addition to satisfying Rule 2.2.1, a person must additionally request and obtain the written permission of the Executive Director to be a member of the Team, if the person:

(a) is enrolled as a visiting or exchange student rather than a degree candidate, or is otherwise enrolled at more than one institution; or

(b) is serving as an extern or apprentice in lieu of attending class; or

(c) has already received a graduate or post-graduate degree in a legal field in Russia or an equivalent degree in any other country; or

(d) is enrolled in post-graduate studies at a Russian university (" Aspirantura ") or another equivalent program of study leading to a post-graduate degree in a legal field in any other country.

Note that most LL.B. degrees are considered undergraduate degrees. Students who are currently pursuing an undergraduate degree in a legal field are not required to obtain special permission under Rule 2.2.2 (c). In addition, students who are currently pursuing, but have not yet completed, their first graduate degree in a legal field are not required to obtain special permission under Rule 2.2.2(c).

2.2.2.1 National Administrator’s written permission required in certain cases

In addition to satisfying Rule 2.2.1 and 2.2.2, a person must additionally obtain the written permission of the National Administrator if the person underwent a traineeship at White & Case LLC or in any other manner is associated with White & Case LLC.
