2013 President Yanukovych is scheduled to sign an association agreement with the European Union in Vilnius, Lithuania on November 29. But on November 21 the Cabinet of Ministers reverses its position and announces that the President will not sign the agreement with the European Union, setting off a massive protest which leads to the overthrow of the government after months of violence. By December 1, 2013 more than half a million Ukrainians gather in a protest rally. Some seize the
City Council and others the House of Trade Unions. On New Year’s Eve, more than 100,000 protesters sing their national anthem in what one observer calls “rousing unison”. Police responses include stun grenades, rubber bullets and water cannons. Protestors start using Molotov cocktails.
By 18 February 2014 protestors demand the President’s resignation and the fighting escalates.

On 20 February the Interior Minister authorizes the use of live ammunition and snipers fire from rooftops near Independence Square killing 67 protestors.
