I have thought over the following problem: the migration of Russian scientists. To my mind this topic is very actual and interesting, because the development of Russia depends on new technologies and scientific progress.

 

Let us start by considering the facts. The revolutionary changes that occurred in the 1990s created many problems for science, such as a dramatic decrease in funding (резкое снижение финансирования) and the decline of the scientist's social status (снижение социального статуса ученого).

Today one of the major problems in Russian science is brain drain (утечка мозгов). It is estimated (принято считать) that 35,000 scientists emigrated from Russia in the 1990s. Some of our leading scientists go abroad and work there for money. Others go simply because they can't continue their research at a contemporary level here due to the lack (в связи с отсутствием) of equipment, reactants (реагент) or the information they need. But most importantly, they do not feel needed here. This is the so called external migration (внешняя миграция).

But there is also internal scientific migration the level of which is twice as high. Ву internal scientific migration I mean people who left science (the reason is usually low salaries (низкие зарплаты)) and have remained (остались) in the country.

 

 

In recent years more and more young people started to leave. One cannot possibly accept the fact that today the West is buying out (выкупать) our young scientists. Among them are: physicists, mathematicians, programmers, ecologists and so on.

 

It is very clear from these observations that the situation is critical; therefore our country tries to solve these problems. The main aim is to make science interesting and attractive for talented young people and Russian businesses.

 

We cannot ignore the fact that Russian science has long been isolated from global science, and as a result our scientific priorities and their support system are obsolete (устаревший). Today Russian scientists are actively collaborating (сотрудничают) with their foreign colleagues.

The government launched a federal program 'Scientific and pedagogical labour force for an innovative Russia' (Научные и научно-педагогические кадры инновационнойРоссии), to encourage our scientists working abroad to return, take leadership (руководство) of scientific teams and implement (реализация) research projects in Russia. The projects were selected on the basis of competitions, and generated a great deal of interest. The winners include our compatriots (соотечественник) living and working in 22 foreign countries. Among them are scientists, university professors and the heads of laboratories of some leading universities and research centres in the United States, Germany and Great Britain.

It is vital to note that the government has allocated 12 billion rubles to attract world-class scientists to Russian universities. The money will come from the federal budget over the next three years, and will be used to fund (финансировать) university research.

 

In conclusion I can say that as a result of implementation of the program is expected to:

· improve the quality of age and qualification structure of human resources for science

· improve the quality of higher education and high-tech

· increase professorial magistral staff of the highest qualification

· increase of highly qualified researchers
