Justice

All citizens irrespective of their social status or office are equal before law.

Justice protects the social and state system, the economic system and property, the political, labour, residential and other personal rights and interests of citizens. It also ensures the strict observance of laws.

Justice, its means, forms and methods are aimed at preventing crime. It is a system for educating people, for reforming and re-educating law-breakers.

The first and the principle link in the judicial system is the district People's Court. The majority of the criminal and civil cases are considered in these courts. Appeals against their decisions may be taken to the next higher court.

The hearing of the case in court is conducted with the greatest thoroughness and in public, except in certain cases where otherwise provided by law.

In criminal cases, before the case is heard in court, there is a preliminary investigation. The investigation is required to prove all the facts, those for and against the accused and where the investigator does not find enough facts warranting a trial the case is quashed. A public trial helps not only to pass a just sentence but also helps the court to carry out its educational function.
