Article 79 of the Constitution of Belarus gives the status of head of state to the President of the Republic of Belarus. He is also considered the guardian of the Constitution and the rights and freedoms of those who claim Belarusian citizenship or residency. The President is the personification of unification of the Belarusian state when conducting foreign or internal affairs and shall be the main representative when dealing with other nations or international organizations. The President is also entrusted with the safety, prosperity and stability of the country and acts as an intermediary between the bodies of the national government.

The Council of the Republic of Belarus is the executive branch of state power in Belarus, and it is appointed by the President of Belarus. The head of the Government is the Prime Minister of Belarus, who manages the main agenda of the Government and direct the ministers.

Biography
Sergei Sergeevich Sidorsky was born on 13 March 1954 in Homiel. In 1976 he graduated from the Belarusian Institute of Railway Engineers (Faculty of Electrical Engineering). He began his working life as an electrical fitter, electrician.

The National Assembly of the Republic of Belarus is the bicameral parliament that governs the Eastern European country of Belarus. The two chambers that make up the National Assembly are the following:
While each chamber has specific duties they have been charged to enforce, both chambers have the ability to veto local laws that deviate from the Constitution of Belarus.
The chambers of the National Assembly are convened to two regular sessions every year: the first session opens October 2 and its duration cannot be more than 80 days; the second session opens April 2 and does not last more than 90 days.
In extraordinary cases and following a decree of the President of the Republic of Belarus, the House of Representatives and the Council of the Republic may be convened to an extraordinary session. Extraordinary sessions are convened under a particular agenda upon an initiative of the President of the country or upon a request of at least two-thirds majority of the full membership of each of the chambers.
Any bill must be initially considered in the House of Representatives and then in the Council of the Republic. According to the constitution, any bill that impacts the budget must be approved by the president or the government before being voted on.
Its predecessor was the Supreme Soviet to 1996.
