Ecological-town-planning peculiarities of reconstruction of towns in conditions of techno gene risks (on example of Western Kazakhstan)

Actuality: nowadays there has not founded in designed practice the complex decision items of town-planning reconstruction considering factors of techno gene catastrophes.

Scientific novelty: firstly it was held on a base of systematic approach the theoretical investigation of peculiarities and possibilities of ecological approach to reconstruction of towns depending from conditions of techno gene risks in a use of towns of Western Kazakhstan; firstly worked out method of exposure and evaluation of territories as a maximum safety area, allowing differentiating the territory of towns by the level of risks on a base of complex and including techno gene criteria; firstly offered and approved in a real designed and educational practice utilization of suitable methodic for decision of designed analysis and functional zoning on reconstruction of towns.

Hypothesis: techno gene risk is a part of problem of ecological safety of town surrounding and must be considered in a complex with other ecological factors that allows working out the method of exposure of territory of the highest risk on a base of complex ecological criteria. The aim: to define parameters and forming of planning reconstruction systems of towns on a base of ecological-town-planning regulation for minimizing of dangerous effect in a possible extreme situations of techno gene characters by means of solving appropriate problems. Object: distributing in urban structure objects, forming risk of negative techno gene effect on an ecological situations as in cities Aktau, Aktobe, Atyrau, Uralsk. Subject: possibility of minimizing techno gene risk for ecological situations providing appropriate measures on reconstruction of existing planning in general and separate parts of it.

Method: general scientific dialectical approach from observations through summarizing to practice. In a context of this approach used such kind of methods as cartographical, qualimetrical, graphic-analytical.

For presentation is carried out the totality of the new scientific results and statements, defining the method of planning organization of towns on a base of exposure and evaluating territories by the level of risks on position of complex ecological criterions; peculiarities of utilization of suitable method for decision of designed analysis and functional zoning on reconstruction of towns.

Scientific-theoretical meaning: worked out theoretical statements, totality of them solves important scientific problem of defining the possibilities of reconstruction in socio-economic plan and further development of towns of Western Kazakhstan in considering minimization of effect in conditions of techno gene risk.

In the first part named as “Ecological town-planning approach to reconstruction of towns considering problems of techno gene” is sequentially considered Ecological items of surrounding forming on reconstruction of town in modern stage; the Main features of evolution of ecological conceptions; reference points of surrounding forming on reconstruction of towns; Normative-legal basis of creating safety and comfortable surrounding for population on reconstruction of town; the Modern condition of problem of appearance and the peculiarities of forecasting of an extreme situations of techno gene characters in town-planning designing; Ecological problems of Western Kazakhstan.

In second part “Method of evaluating ecological situation considering the problem of techno gene risk on reconstructing of town” is sequentially considered Forming and registration of territories of highest ecological risk in designed analysis of reconstructed town; working out the method of exposure and evaluating territory on a base of complex including techno gene, criteria in designed analyses of reconstructed town; exposure of problematic territories in big cities of Western Kazakhstan; problematic from ecological point of view of situations in cities of region; analysis of potential influences of techno gene characters in the cities of region.

In the third part “Working out town-planning devices of enhancement and decreasing potential risk of dangerous effects” is sequentially considered utilization of method of evaluating of territories on a base of complex ecological including techno gene character, criteria in designed analyses of reconstructing town; Town-planning devices of improvement of an ecological situations and decreasing of potential risk of influence of dangerous industrial objects; proposals on normalization and regulation of rules including territories of highest ecological risk.

On a base of guided investigation proved the necessity of accounting town-planning territories of highest ecological risk, which defines with increasing of requirement of safety in big cities.
