The concept of the organs in foreign relations and their classifications.
The organs of foreign relations are the organs of state power and management, persons, who are competent to present a subject of international law, to express its will, to defend its interests in international affairs and interests of its citizens.
The organs of foreign relations are the state organs by which the state realizes contacts with other states and international organizations. These state organs of Kazakhstan were subdivided into foreign and inter-state from beginning. Inter-state organs are the organs of general competence or special organs.
Foreign organs of foreign relations are subdivided into constant (embassies, missions, constant representatives by international organizations, consular institutions) and temporary (special missions and delegations in international conferences).

Inter-state organs – the organs of foreign relation which are constant on the territory of this state.
Parliament as a high legislative organ defines the basis of state foreign policy, the head of the state realizes state foreign representative on international arena, the government realizes general leadership by state foreign policy.
There is distinguished two types of such organs:
1) the organs, realizing state representation on all the questions (head of the state and government, minister of foreign affairs);
2) organs, which present a state in one, more or less extensive sphere of its international relations (different ministries and departments, which participate in foreign relations within its competences).
Head of the state and government, and minister of foreign affairs are considered as a state representatives on all the questions without special authority.
According to the constitution of RK the President is a head of the state, he is a main official who defines the basic directions of inter and foreign policy of the state and presents Kazakhstan within state and in international relations. He sets and recalls the heads of diplomatic representatives, negotiates and signs international agreements, accepts letters of credence and recalls of foreign state diplomatic and other representatives who are accredited by him. In other words the President has got more authority in sphere of foreign relations.
Parliament «decides the questions about war and peace» on the meeting palace, comes to a decision about using armed forces of RK for execution international obligations on peacekeeping and security.
In separate meeting he sets diplomatic ranks, defines state symbols of RK, decides the questions about state loans and giving State economic help, ratifies and denounces international agreements.
The Government devises different positions of inter and foreign policy of the state, brings in a bill on foreign policy questions.
The ministry of international affairs (MIA) was appeared on the basis of SSR law 1 February 1944. And began work in full force from the independence of RK (from 1991).
Prime minister of RK is a head of government, he organizes and leads its activity. One of its authorities is making measures on conducting state foreign policy and guidance of ministries’ activity (including MIA).
Law position of MIA RK was defined by the regulations about MIA RK, affirmed by the resolution of RK government from 9 September 1996, now – by the regulations about MIA RK 12 November 1997.
According to this law basis the MIA RK is a central organ, securing the realization of measures on conducting state foreign policy. According to the regulations the main functions of ministry are: 1) securing by diplomatic means and methods on sovereignty defence, by territorial integrity, by safety and inviolability of RK border, its interests in international area; 2) the realization of diplomatic representatives in relations to foreign states and international organizations; 3) to negotiate with international states and international organizations; 4) preparation and conclusion of international agreements and treaties; 5) observation on execution of accepted obligations on international agreements and treaties by the sides; 6) preparation of suggestions about ratification and denouncement of international agreements for high authority organs; 7) securing the state participation in UN activity and in other international organizations; 8) conducting statement questions, control the maintenance of diplomatic privilege and immunity in the territory of RK, and other functions, executes depository functions of international agreements.
