SPEAKING

Read the conversation after the teacher paying attention to the pronunciation and melody.

Fred R. is a professional burglar, he specializes in jewelry. He has been caught by the police and now he is talking to a police officer. Here is a part of the interrogation.

Officer: OK. How do you pick a time for burglary?

Fred: Well, I pick a time that most of the people would consider relatively free of crime, Sunday morning, for example.

Officer: What is your next step?

Fred: I park my car across from an apartment building. I watch people going in and out – mostly to church, I assume that means prolonged absences.

Officer: How can you be sure that nobody is at home?

Fred: I am sharp-eyed, you know, and I take note of when people leave or return.

Officer: That simple?

Fred: To be on the safe side, I take down several names from mailboxes in the apartment house foyer and get the phone numbers of these people from the phone book.

Officer: Do you strike the same day?

Fred: No, I come back the following Sunday. From a nearby pay phone I start calling from my list until I get a "no answer".

Officer: This way you make sure that you have reached the apartment of someone out to church.

Fred: Yes, that gives me considerable time to operate. I take out my attachй-case, enter the apartment house and slip the lock on the empty apartment.

Officer: What is the average value of the stolen property?

Fred: I usually leave with $250 in cash and $3,000 in jewelry.

Officer: OK. That will do for today. But you won’t get away with it. We shall proceed with our enquiries tomorrow, Fred.

Police

Police is the department of government concerned with the preservation of public order and the prevention and detection of crime. As a protective and punitive organization the conception of the police force developed from the military bodies used from ancient times as guardians of the peace. The world's first modern police system was created by Sir Robert Peel in London during 1829. "Bobby" – a colloquial term for "policeman" is derived from his name.

In most European countries a state police is under the immediate control of the central government.

The United States has no national police force. The investigation of violation of federal laws is delegated to the Federal Bureau of Investigation. Many states of the U.S. have also established state police forces, whose principal function is the patrolling of rural areas.

The system of organization of a municipal police force varies widely in different countries. The supreme authority is either a single superintendent or a board. In continental Europe, authority is most commonly vested in the mayor.

In the United States the same system prevails in most of the smaller cities and in many of the larger ones. The superintendent, commissioner, or chief, whatever title he may have, is the executive head of the police administration.

For the purposes of police administration a city is usually divided into a number of police districts or precincts. Each precinct has a detachment of police headed by a captain, who is responsible for the execution of the orders of the chief, and who in turn may issue instructions to those under his command. In the larger cities there are officers intermediate between captains and superintendents that are called inspectors and who have control of a certain number of precincts. Next below the captains in organization are the lieutenants, or, more frequently, the sergeants. The lowest ranking officer is the patrolman, whose general duty is to patrol a given district.

Frequently modern police service includes the use of mounted police to protect public parks, regulate traffic, and control large public gatherings. Motorcycles and radio patrol cars are also extensively used by police for patrol purposes.

An important branch of the police service is the detective bureau, which consists of a body of men whose function is to secure evidence concerning individuals suspected of criminal offenses.
