9. The objective of FISMM is to present a framework to assess the various stages of process maturity and implementation of information system to evolve from an ad hoc, less organized, less effective state to a highly structured and highly effective state. This model provides a guide to assist FIUs in:

· “Capability assessment” to assess maturity level of various domains

· “Performance management” to measure the performance of various functions

· “Process improvement” to design new processes or improve process capability

· “IT strategy formulation” to prioritise IT initiatives

· “Technology evaluation” to evaluate and select suitable technology

Capability assessment

10. A comprehensive assessment of the effectiveness of the information system would include assessment of system quality, information quality, user satisfaction, individual impact and organizational impact. The steps involved in assessment of capabilities of the information system of a FIU using the FISMM are given in Figure 4.

1. Select domains which are relevant to the FIU environment. 2. Identify domains wherein maturity of Information systems needs to be assessed. 3. Review the summary description, goals, and base practices within the identified domains. 4. For each base practice within the domain, review the adoption of base and best practices in terms of coverage i.e. whether practices are followed for all types of reports. 5. Assess the current state of maturity of practices i.e. whether activities are performed in adhoc manner or processes are monitored and measured. 6. Repeat steps 4 through 5 for each of the base practice within the domain. 7. Assess the maturity level of domain on the basis of assessment in steps 4 to 5 above. 8. Repeat steps 3 through 7 for each identified domain.

11. A sample assessment of FIU using FISMM is shown in Figure 5 which visually presents maturity levels in various domains and also identifies domains requiring improvement.
