As we already have said, there are a lot of NGOs originations who try to push the officials to actions. In our opinion, a crucial pre‐condition for a successful fight against the trafficking in human beings is efficient co‐operation between the police and NGO sector victim support services. Moreover, it is necessary to develop cooperation between policy and NGO organizations. It means that it is necessary to create an atmosphere of trust and establish conditions where the victims and the NGO can feel comfortable about co‐operation with the agencies and the criminal - justice system, as almost all victims of trafficking are scared to give their evidences. Interaction between the police and NGO sector should reflect the current international standards in dealing with victims whose human rights were violated. The new practice involves a radical departure from normal investigative practice and will require a new approach. By providing the victims with a detailed explanation of what co‐operation is required by them, by allowing them to make an independent decision and allowing them to think, police can increase the chances of a positive response, important for the investigations and raising the charges.

In social field, in our opinion, the situation can be changed by means of:

1. Educating the public about Human Trafficking;

It means that people should be more aware of the problem of trafficking. For example the survey, provided in the United Statesshown (see references), that people are not enough aware of the problem and they cannot imagine the numbers of victims. They are unaware about mechanisms of trafficking and they don’t know how it works.

In our opinion it is necessary to show people the risk, to inform them more. It can be done with the help of media, advertisement. The means of media are: the Internet, television, newspapers, journals and tabloids. Video and audio public service announcements about human trafficking also will be very useful. As for public means, the various meetings and seminars can be arranged for the purpose of awareness, including arrangements and activities in educational establishments. Public education through outreach programs and publicizing particular cases that have been successfully prosecuted through the media can raise awareness of human trafficking problems.

2. Educating law enforcement officials and medical professions

a) Medical Professions

Victims taken to medical professionals during their captivity often are not recognized and reported, because most medical professionals do not know the signs of trafficking victims or how and where to report suspected cases. Healthcare professionals, especially those who work in emergency rooms, gynecology - need training to learn how to help recognize, report, rescue and restore victims of trafficking in persons brought to hospitals and clinics for health needs. The knowledge of how to identify, and work with law enforcement officials - plays a key role in this effort to increase the number of victims reported, rescued and rehabilitated. To conform to the continuing medical education requirements and expectations of medical professionals, the training should be provided and overseen by medical professionals.

b) Law enforcement

Interviewing women to determine their immigration status requires training and skill. It is particularly difficult to overcome the deep-seated fear and distrust that many such women have of police and other government officials. Furthermore, many trafficked women are trained in what to say to police by their exploiters. They may also be fearful of exploitation or beating by their exploiters for speaking to police. Very often the victims of trafficking are scared and they do not tell the truth to the police. In that sense it is very important to develop the tools which will increase the trust of victims for the police and law officials. In the first they should be intended for the help to the victims, and after that the officials should be aimed at investigations and gathering of evidences. Psychological, physical, material help and safety are very important for the victims firstly.

To sum up, speaking about possibility of realization of all these practical measures, we would like to emphasize the urgency of these measures, as earlier these practices will be implied in life the sooner the amount of victims will be diminished.
