No compromise: Obama refuses to raise debt ceiling for 6 weeks

President Obama has rejected raising America's debt ceiling for 6 weeks beyond the October 17 deadline. The compromise was put forward by congressional Republicans, who sought to win time for negotiation and avert an unprecedented US default next week.

No specific budget decision was taken in the White House on Thursday, where President Obama met with 20 House Republicans, including Speaker John Boehner, for 90 minutes of talks.

However, a White House spokesman said President Obama "looks forward to continued progress with members on both sides".

Even though Republicans haven’t achieved what they wanted, the party representatives described the meeting as "useful and productive".

Foreigners reportedly train Syrian rebels in Afghanistan to use chem weapons - Lavrov

There are reports that some third countries are training Syrian rebels to use chemical weapons in Afghanistan, Russian Foreign Minister Sergey Lavrov said. The intention is to put the skill to use in new false flag actions in Syria, he explained.

The suspected training happened in Afghan territories not under control of the government in Kabul, Lavrov said.

“Some reports indicate that [Al-Qaeda-linked radical] Al-Nusra Front is planning to smuggle toxic compounds and relevant specialists into Iraqi territory to stage terrorist attacks there this time,” Lavrov said.

The Russian minister, who spoke after meeting his Kuwaiti counterpart Mohammad Sabah Al-Salem Al-Sabah, warned against any possible provocations in Syria related to the ongoing process of its chemical weapons disarmament.

“We are standing for conducting the work in a precise manner in accordance with the roadmap and without any hindrances. We warn against any possible provocation,” Lavrov said.

Global chemical weapons watchdog wins Nobel Peace Prize

The organization responsible for destroying stockpiles of chemical weapons in Syria has received this year’s Nobel Peace Prize for ‘extensive efforts to eliminate chemical weapons’, the Nobel Committee announced in Oslo.

The Organization for the Prohibition of Chemical Weapons (OPCW) was founded in 1997 to enforce the Chemical Weapons Convention, an international treaty that bans the production, storage and use of chemical weapons.

“The conventions and the work of the OPCW have defined the use of chemical weapons as a taboo under international law. Recent events in Syria, where chemical weapons have again been put to use, have underlined the need to enhance the efforts to do away with such weapons,” the Norwegian Nobel Committee said in a statement.

Destruction of production equipment and weapons-filling systems for the Syrian chemical weapons is underway and is expected to be completed by November. Destroying the chemicals themselves is a more labor-intensive and risky job. The best approach to the task is still under discussion.

The resolution of a stand-off between Syria and the US – the latter of which threatened to attack the Middle-Eastern country for alleged use of chemical weapons against rebel forces - through Syria’s joining the prohibition treaty is viewed by many as a major achievement for the cause of peace.

Russia slams Netherlands over diplomat's beating, 'deadline for explanation' passes

President Vladimir Putin called on the Netherlands to apologize for the alleged assault and detention of a Russian diplomat in The Hague. He slammed the incident as a “blatant violation” of the Vienna Convention and demanded those responsible be punished.

Speaking at the APEC summit in Indonesia, Putin said Russia was waiting for an “official apology” after a formal complaint was lodged with the government of the Netherlands.

The Dutch government responded by saying it would apologize only if an investigation into the incident proved the Vienna Convention on diplomatic immunity had been breached.

“I can confirm that the Netherlands are leading an investigation of the incident involving the Russian diplomat detained by the Dutch police. If the investigation proves there was a violation of the Vienna Convention on Diplomatic Relations then the Netherlands will apologize to the Russian Federation,” Dutch Foreign Ministry spokesman Thijs van Son told Interfax.

However, Russia’s Foreign Ministry said it was not satisfied with the Dutch response and demanded an “exhaustive explanation” of the incident.
