Description

Summary

The proposed action is a joint initiative of the Executive Committee of the Berdyansk City Council as the applicant and the United Nations Population Fund (UNFPA) as the co-applicant.

 

Due to geographic location in the southeast of Ukraine and relatively wide availability of summer resort housing, the city of Berdyansk (population 115.5 thousand people) and its suburbs since spring 2014 have become one of the major receiving areas for the internally displaced persons (IDPs) fleeing the devastating armed conflict that lingers in the Donbas region of Ukraine. The share of IDPs in the population of Berdyansk currently exceeds 10%, which burdens the local resources and social infrastructure, as well as creates psychological pressure on both the IDP and host communities.

 

The Berdyansk City Council seeks additional resources to be able to better address the growing social needs of the community resulting from arrival of large groups of IDPs. Since the majority of IDPs are women, children and adolescents, and older persons – populations covered by the UNFPA mandate – UNFPA is ready and willing to commit its technical and financial resources towards this joint initiative.

 

The proposed action aims at supporting both the IDP and hosting communities through 1) improving the accessibility and quality of social services available in Berdyansk, 2) creating better conditions for economic engagement of IDPs and local residents, and 3) facilitating reconciliation and social consensus building between the IDPs and hosting communities. Wherever appropriate and feasible, within the proposed action the needs of IDPs in receiving various social services will be prioritized.

 

The IDPs arriving in the Berdyansk area have prominent and specific social and psychological needs related to official registration, receiving social benefits and assistance, managing post-conflict stress and trauma, social disorientation and tensions, psychosocial rehabilitation and recovery. These needs require specific knowledge and skills from the local social service providers which are insufficient or even non-existing given the rapid deterioration of the humanitarian situation in the east of Ukraine. The action will develop the professional capacity of social workers and psychologists of various municipal public service institutions of Berdyansk to manage stress, depression and post-conflict trauma, prevent and resolve interpersonal conflicts, deal with domestic and gender-based violence, provide social adaptation and rehabilitation services, and also to upgrade their methodology and approaches to social and psychological service delivery.

 

The proposed action will also help develop the municipal community infrastructure that provides public services through renovating, equipping and operationalizing two infrastructural objects in Berdyansk: a building that will co-locate a new kindergarten and the Centre for Social Rehabilitation of Children with Disabilities, and a building that will host several municipal social services working for disadvantaged populations (e.g. IDPs, young people and families in difficult life circumstances, socially marginalized people, older persons, adults with disabilities).

 

The persisting stereotypes and politicized mass media coverage of the armed conflict in Donbas and population displacement polarize the society and fuel intolerance and tensions between the IDPs and host communities. The proposed action will promote the reconciliation and dialogue between them reducing the stereotypes and stigmata regarding the IDPs and fostering tolerance and social cohesion through local mass media, and also through extracurricular school events for dignity and social consensus building.

 

The proposed action will be co-funded by the European Union, City Council of Berdyansk and UNFPA, and will be implemented by the Executive Committee of the City Council of Berdyansk and UNFPA over the period of 18 months.
