Project Summary

 

 

To begin with, The Voronezh Police Department that have served the Voronezh for many years is experiencing a high incidence of cardio problems among its officers. It causes fewer officers on the street. So that the problem has reached such a point as public safety may be seriously put at risk. According to recent research, regular exercise will help keep law enforcement officers fit for efficient duty.

It is proposed to create and develop a fitness center where the officers could regularly exercise. This project involves the renovation of the basement of the Police Department as a workout room, the purchase of exercise equipment, and training of all participants. The proposed program will be conducted under the close supervision of medical and exercise professionals. Future maintenance of the project will be possible through appropriations from the some volunteer fund-raising efforts that our Department will carry out.

 

Introduction

 

The Voronezh Police Department began serving the city in 1958. It began working with only 15 officers the City Council until the Chief of Police decided to hire 10 additional officers to help keep order in the expanding economical and social life of the society.

 

Since the late 1880's, Voronezh Police Department have continued to grow. New businesses and

industries, attracted by the the city image of being best-known as the capital of The Black Earth, have provided an unexpected source of economic growth.

To serve this community, the Voronezh Police Department now has 97 full-time sworn officers. The current police force is 75 percent male, 25 percent female. Exactly half are

between the ages of 35 and 45 and the average tenure for officers is 18 years.

 

All sworn personnel have completed the required basic law enforcement training. Eighty percent

of these officers have advanced training in such subjects as accident investigation, different non-lethal force, crime prevention and missing children investigation.

 

In addition, The Voronezh Police Department was one of 4 law enforcement agencies in our region that successfully got law certification by The Government of The Voronezh City. This designation demostrates that the Department has reached extremely high standards of performance. Furthermore, 25 officers have been worthy commendations for service beyond the call of duty, and 10 officers have been awarded the Mayor’s Medal of

Merit for risking their lives to save others.

 

Need Statement

 

One of the consequences of an experienced police is that a number of officers have become statistically more likely to suffer from health problems, most notably cardio and muscular problems. A recent examination of employee records revealed that 33 percent of all sworn personnel have missed at least 15 days in the previous calendar year. On examination of the records it was discovered that the sick leave was used for heart attacks, back problems, pulled muscles and other fitness-related conditions.

It should be stressed that a recent presentation to the Voronezh Police Department executive staff claimed: the majority of work-related musculo-skeletal problems can be prevented by a regular exercising of weight training. Citing those researches, it was indicated that exercises to stretch body musculature at least three times per week will reduce these problems by a statistically significant margin. The same is proved to be true of cardio disease: aerobics and exercising at least three times a week will significantly reduce the rate of heart cases.

 

Research on job-related health problems among law enforcement officers represent what occurs in the general population. In a task analysis of police officers was documented the regular necessity to run, jump and lift. All these activities contribute to the need for fitness. Conversely, where such fitness is absent among police officers, the possibility of cardio problems increases. When law enforcement officers are off work, because of health problems for example, the society they serve is at greater risk of criminal.

These facts are to call for vital necessity to pay your attention to such a great problem.

Objectives

 

Realizing the importance of making steady, increasing progress to employee’s health, it is

unlikely that impressive effects will be possible an a year. During the first year we will put emphasis on setting up the project, evaluating health of the participants and training various participants.

To assess the extent to which our project remedies mentioned problems, it will be necessary to measure the project’s effectiveness.

 

The project objectives are:

 

First of all, to decrease the use of employee sick leave for cardio problems by 20% and the use of employee sick leave for muscular problems by 40% during the second year of the project.

 

Secondly, to research undertaken at the Institute for Adult Health Studies revealed that the effects of regular weight training are dramatic for even adults who have not been involved in any type of fitness.

 

Finally, to lower the average pulse of unfit employees.

As studies suggest, eight months of regular fitness trainings lowers the pre-program pulse rate by 20%.

Methods

The current project is comprised of different important activities:

 

- Physical Evaluation of the Officers

The first component of this project is the physical examination of all The Voronezh Police Department employees. Doctor Volsky will perform the physical examinations of all participating officers

 

- Renovation of Basement

Another phase involves the renovation of the basement of police head-office. The main storage room is likely to be converted into a gym. This room will accommodate the weight machine, the stationery bike, the rowing machine. Moreover, it will be necessary to set up the equipment.

To complete the fitness center, another basement room will be equipped as a shower

room

 

- Purchase of Fitness Equipment

The Department has identified five vendors of exercise equipment in

the greater area on our city. And the following equipment is required:

 

 

- Training of Officers

Participating officers must be trained in the safe, responsible use of the exercise

equipment. Well-skilled coachers of sport organizations of the City will hold periodic training

sessions at the Department’s facility.

 

 

Despite the fact that most of the costs involve one-time purchases, it will be necessary to

plan for future funding of certain aspects of the project. These costs include maintenance of

the fitness equipment, new periodic training of new officers in the proper uses of equipment, and

different supplies.

 

Furthermore, The Voronezh Department of Internal Affairs has noted that if the project is funded, it will appropriate maintenance. A similar commitment from the partners of The Department will ensure that it can sustain the project in the future.
