Unemployment in Ukraine

Ukraine is a country of 47,732,079 million people with more than 21.29 million in the labor force. It is situated between Russia and Europe. Historically, eastern Ukraine had strong links with Russia and became part of the Russian Empire under Catherine the Great, while western Ukraine was part of the Polish-Lithuanian Commonwealth and latterly of the Habsburg Empire.
After Russia, the Ukrainian republic was far and away the most important economic component of the former Soviet Union, producing about four times the output of the next-ranking republic. According to the local statistics data Ukraine is among the countries with the lowest rate of unemployment in the world. It is reported about 897.8 thousand of unemployed citizens in March. It makes about 3.2% of the able-bodied population.

The Public Employment Service reports that the number of citizens signed on the employment exchange has slightly decreased (in February it was reported about 906.1 thousand of unemployed).

It can be explained with the fact that the Ukrainian jobless don't rush to sign on the local employment agencies, and the statistic reports of the last are the basis for the calculations of the official unemployment rate.

The National Statistics Committee also sets aside citizens on leave without pay. According to the latest data about 3 mln. of Ukrainians fall under this category. These people are actually unemployed. The veracity of the statistic data is also influenced by the fact that under new legislation a person discharged by mutual agreement can be registered in a job centre only on the 91st day from the date of their dismissal.

Besides, the methodology of calculation of unemployment in Ukraine differs much from the one in the world. In Ukraine the rate of unemployment is based on the number of people registered in job centers.

The approach of the International Labor Organization applied in the whole world is as follows: The number of employed citizens and those engaged in family enterprises or temporary absent at their working places is subtracted from the number of the able-bodied. All the rest are considered unemployed.

The highest unemployment rate (11.2% or 1.75 mln. people) was set in Poland. The Polish Ministry of Labor explains such a high level of unemployment with the seasonality of some kinds of work and a substantial number of labor migrants that have come back to Poland recently.

Ireland takes the second place. The number of the jobless in the country reached its maximum index within last 40 years - 11%.

Australia with 650 thousand of unemployed (that forms about 10.9% of the total population of the able-bodied citizens) takes the third place.

The highest rate of unemployment growth is in the USA. The number of people without work is over 13 mln. people (8.5%), 694 thousand of them were laid off in March.

In 2011, the unemployment rate will rise by 28%

Also chairman of the NFPU recalled that a large number of Ukrainians, not finding work in their own country, were forced to seek it abroad. For them, according to Yakibchuka, too, should be created for more than 10 million jobs.

"We have repeatedly appealed to both Tymoshenko's government and the Government of Mykola Azarov with the request to create a state program to create new jobs. In addition, we submit their proposals for the establishment of such a program. But the answer did not get "- said Yakibchuk.



As previously reported, a few days ago, Deputy Prime Minister and Minister for Social Policy Tihipko said that before the end of 2011 unemployment in Ukraine will not be.

In addition, speaking on Dec. 24, 2010 in the Verkhovna Rada, Tigipko said that since early 2010, the unemployment rate in Ukraine, according to estimates by international experts, was 9.1%, but now - 8,5%.

Thus, the total number of unemployed is 8,300,000 people (according to ILO methodology – 1900000; hidden unemployed – 5.1 million, half-timer, working part-time day / week – 1.32 million people).

It is noted that this figure is four times the rate of unemployment by the ILO and 23 times – the level of registered unemployment.

Recall, the State Statistics Service reported that the number of unemployed in February 2011 compared with January 2011 increased by 5,3% – to 616.7 thousand. This is 2.2% of the population of working age (2,1% in January).
