Pharmaceutical Education in Ukraine

In our country there is a wide network of institutions of higher medical education, which train pharmacists.

To enter a pharmaceutical faculty students take written entrance examinations in chemistry, biology, and Ukrainian. The course of study lasts for five years. During the first two years pharmacy students study general subjects, such as botany, physiology, general chemistry, physics, etc. During the third, fourth, and fifth years they have classes in special sciences, like pharmacology, pharmacognosy, pharmaceuti­cal chemistry, etc.

The students also have practical classes in laboratories, where they study physical and medical properties of medicines. Pharmaceutical students have practical training at chemist’s shops, where they learn to work as pharmacists.

After graduation all pharmaceutical students have a period of in­ternship, which lasts for one year. Here they specialize in the follow­ing pharmaceutical specialties: “pharmacy”, “clinical pharmacy”, “technology of pharmaceutical preparations”, and “technology of per­fumery and cosmetic preparations”.

Today about eight thousand foreign students study medicine and pharmacy at higher medical educational establishments of Ukraine. It is half of all foreign students that study in our country. About one thou­sand and seven hundred applicants from abroad enter Ukrainian med­ical universities and academies each year. This is the evidence of a high standard of medical and pharmaceutical education in our country.

At higher medical institutions of Ukraine there is also postgraduate study as a form of training scientific and teaching specialists. Post­graduate education is not compulsory. The students study and write theses to get the Master’s Degree or the Candidate of Science Degree.

After completing the course of study at the pharmaceutical faculty graduates can work as managers, assistants, dispensing pharmacists or chemists-analysts at chemist’s shops, pharmaceutical plants or chemical laboratories.

HEALTH SERVICE IN UKRAINE

Population health is a society’s single most important asset and has tremendous impact on a country’s eco­nomic, social, and cultural development.

Therefore, health is a major indicator of sustainable human development. In in­dependent Ukraine, the legal basis for health care is set out in the Constitution of Ukraine (Article 49) and Fundamen­tals of Legislation of Ukraine on Health Care (1992), which asserts the right of every human being to health care.

The aim of health care institutions is to provide adequate medical care to the Ukrainian people and increase their longevity. In Ukraine medical help is available in hospitals, polyclinics, research institutions, first aid stations, and also in medical centres in such places as factories and schools. Medical services in public health care institutions are to be free of charge, and the existing network of such institu­tions is not to be reduced. The state is obliged to facilitate the development of medi­cal institutions of all forms of ownership.

Health service in Ukraine is based on local therapeutists. Some certain district is appointed to a polyclinic and this district is divided into several areas. Each area is appointed to a certain therapeutist. All the people who live in that area visit their appointed doctor. Average number of people, visiting their doctor every day, is 20—25, but when there is an epidemic of influenza this number is 50-60 people a day. There is a problem which is nowadays widely discussed, that a person him or herself can choose the doctor he or she wants to visit. A person can call his local therapeutist so that the doctor will come and see his patient. A therapeutist examines a patient, assigns some treatment, prescribes some medicines and gives a medical certificate.

The most familiar health care institution is the hospital. Hospitals have pro­vided care for patients of all ages with all kinds of illness and medical conditions. In a hospital there is also a therapeutic department, where pneumonia, bronchitis or asthma are treated.

There also exists a wide network of ambulance service in Ukraine. It was founded in Kharkiv in 1905. Nowadays there are a lot of fee-paying clinics where one can get any kind of medical help. Many of them are specialized: dentist offices, optician centres, etc. There also exist some medical associations in Ukraine, such as Ukrainian Diabetes Association. About 1 million people in Ukraine suffer from this disease. There people can get medical help or medicines free of charge. Inter­national cooperation (direct contacts between research institutes, personal contacts of physicians, joint projects) in medicine is particularly necessary as far as many problems cannot be solved by our country alone.

WHAT SHOULD HEALTH CARE SYSTEM BE LIKE?

The health care system in Ukraine should be reformed according to the following principal directions:

· Introduction of new standards in rendering medical services and, accordingly, the criteria of their quality.

· Significant modification of the mechanism of financing health care institutions.

· Introduction of a system of incentives for improvement of work of health care professionals.

· Creation of an effective model of coordination of work of private and public health care institutions.

· Putting the emergency aid and priority of primary health care in the forefront.

· Structural reorganization.

· Effective prevention of diseases of different etiologies, personnel reform and promotion of healthy lifestyle.

Private and public health care institutions should work in the same direction for improving the health of our citizens. Therefore, it is necessary to put them into equal conditions financing the treatment of patients from the budget, regardless of the ownership form of a medical institution.

HOW CAN WE ACHIEVE THIS?

· Gradual introduction of compulsory public social health insurance (with insurance amounts to be paid by both employers and employees).

· Further development of private health insurance.

· Creation of a social solidary sector that is a union of municipal medical institutions, medical companies, health care institutions and other legal forms as well as physicians in private practice interconnected by a unified closed diagnostic and treatment technological process of provision of medical services and a unified system of financing from off-budget (insurance, social solidary special purpose financial and charity funds) and commercial sources.
