This ia a Resolution for Victory Decoration. According to Edward J.Emering in his book "Orders, Decorations and Badges of the Socialist Republic of Vietnam" it was awarded in one class. There is a longer description of the award in his book.
This is a heavier made medal which looks like bronze. It was awarded to personnel seperated from their families while helping to liberate the south.
On the obverse "Quyet Thang" which means "Resolution for Victory".

Second Class- donated by the two stripes in the center of the ribbon- of the Victory Order of the PAVN (People's Army of Viet Nam) or also known as the North Vietnamese. It was awarded to company, platoon or squad level personnel and based on good couduct and army length of service from 1946-1954. The Order is made of aluminum.

National Liberation Front (NLF) - Liberation Decoration Second Class (one star on ribbon). It was issued in two classes.
This style of ribbon with small ring to connect it to the award is called the "hero" style and is common to the NLF Decorations.
It was thought to be awarded to commemorate the unification of the country in 1975.

NLF- Soldier of Liberation Decoration was only issued in one class. There is speculation that it was awarded in more than one class but hasn't been proven. It was awarded to individuals who helped to liberate the south. It is made of metal a little stronger than aluminum and is hollow on the reverse.

It was awarded in two classes to combatants in the NLF for achievements in liberating the south. The first class has two stars.
The ribbon frame is bent on this example.

This Award is Heroes who Destroy Americans and is Cap III. It was (is?)worn on the right breast.
DUNG - SI DIET MY (valiant soldier destroy Americans) is inscribed above soldiers head.
The class to be awarded wa based on heroic actions against the americans and criteria set up by the NLF.
The helmet by the soldiers left foot has US on it. Made of plastic.

Emulation Decoration. The size is 1-1/4 in diameter. It is not known for sure how many classes of this award. No more information on this award is known. This is one of the heavier made decorations

NLF Liberation War Exploit Order in First Class. It was awarded in three classes for outstanding participation in the Liberation of South Vietnam by units and individuals.
The inscription below the flag staff reads CHIEN CONG GIAI PHONG (Armed Achievements Liberation). This is another heavy made medal.

This is an Operation Junction City commemorative badge made of metal. It is 1-3/16 in wide and 1-5/8 in high.
This was a 82 day operation by U.S. and ARVN forces and was the largest airborne operation since WW II. It was a search and destroy
operation with the hopes of clearing the Peoples Army of Vietnam and Viet Cong units out of war zone c (northwest of Saigon to cambodia).
It was also hoped to capture the PAVN / NLF Central Office for South Vietnam (COSVN) which controlled all enemy activities in the south of the border regions of Laos, Cambodia and South Vietnam.
The PAVN and NLF Forces withdrew to Cambodia and the COSVN stayed there as long as the U.S. stayed in South Vietnam.
Wikipedia has a more detailed account on the operation.
I am sure this is a reproduction of the original badge as it is in very good shape and the reverse is too shiny. Originals are well worn and much of the paint is missing.

This is a Viet Cong members of the F-100 Commandos Medal. It is made of annodized aluminum and is 1-5/16 in. diameter. This youth group operated out of Saigon and Cu Chi / An Tinh and were responsble for sabotage in the Saigon area including shootings of US military Personnel and bombings of bars frequented by US Military.
A Viet Cong defector led a Special Forces and ARVN to a tunnel complex at An Tinh which turned out to be the headquarters of the F-100 Commandos. All Viet Cong were killed or captured and paper clippings of the commandos bombings and assinations were found along with a note book listing all the agents names, cover names, addresses and message drop information. Some of the agents were working with the ARVN in Saigon. News of the find of the names reached the agents but 70 of them were rounded up and most were executed.
Most of these medals were awarded post - war and posthumously.

Перебежчик сдал месторасположение штаба группы в туннелях An Tinh властям. В результате отряд был уничтожен, а документы с перечнем операций, именами бойцов, их псевдонимами и явочными адресами захвачены. Некоторые агенты служили в АРВН в Сайгоне. Около 70 агентов узнав о том, что они раскрыты, пытались бежать, но были пойманы и казнены.

NLF Warrior to be Emulated Decoration. It has CHIEN SI THI DUA which means Soldier Emulation below the flag staff.
It was awarded for superior performance and devotion to duty.

This is a anodized aluminum 1-1/8 in. diameter badge commemorating 30 years after the Battle of Binh Gia. The battle took place Dec. 28,1964 - Jan. 1,1965. The Viet Cong 9th Division held it's ground and mauled the best units that the South vietnamese Army sent against them. Wikipedia goes into more detail of the battle.

This is a badge for the NLF Special Forces for the 756th Sapper Branch of Saigon -Gia Dinh Province. It is a 1-3/16 in. diameter aluminum badge. Inside the flag is Quyer Thang (resolved to win) 1968.

This is an Ap Bac Medal with the alternate ribbon. The planchet itself is 1-1/2 in. wide. It was awarded to the 261st National Liberation Front Battalion for a battle that took place at AP BAC on January 2, 1963 against the Army of the Republic of Vietnam 7th division.
The NLF ended up destroying four helicopters including a Cobra gunship and damaging fourteen others. Numerous armored personnel carriers were left burning in the rice paddies and 80 ARVN and 3 US Military Advisors were killed by the end of the day.
The planchet is a stylized star with AP BAC 2-1-1963, profile of a male and female VC fighter on the right side and a burning helicopter and armored personnel carrier on the left side.

 

Медаль за Ap Bac. Награждались бойцы 261 батальона ФНО за битву при Ап Бак 2 января 1963 года против 7 дивизии АРВН. Ширина награды 1-1/2 дюйма.

Бойцы ФНО уничтожили 4 вертолета, в т.ч. 1 ганшип. И повредили 14 других вертолетов. Огромное количество бронетранспортеров остались гореть на рисовых полях, а 80 солдат АРВН и 3 американских военных советника были убиты.

На звезде изображены в профиль женщина и мужчина, бойцы сопротивления. Слева от них горящий вертолет и бронетранспортер.

 

 


AP BAC Commemorative Badge. It is made of brass and is 1 in. diameter. It has the same design as the medal but has color added.

This is an An Ninh (security) pith helmet badge for the NLF. This is a very well made badge, made of brass and is 1-1/2 in. diameter.
The North Vietnam An Ninh served as Military Police Force.

This is a Viet Minh cap and pith helmet badge. It is made of brass and is 1-3/16 in. diameter.
The Viet Minh were formed in China in May, 1941 by Ho Chi Minh. They fought the Japanese in WW II and the French in the First Indochina War.
In 1960, the NLF was founded by the main members of the Viet Minh and Viet Minh was absorbed as the NFL got stronger.

It was worn by NLF Police and security guards.

This is a NLF Liberation Students Association Badge made of aluminum and is 7/8 in. diameter.

Another aluminum badge 1-1/8 in. diameter with "victory" and Binh Gia on the front of the badge. There is a similiar badge on post # 34 for the 30 year anniversary of the battle. The bar above the badge has 11-04-1964 on it which I am unsure what it is for as the battle didn't start until Dec. 28,1964. Maybe preperation for the battle?

This is a Ky Niem Khang Chien (remember resistance) badge. It was to commemorate the people's resistance against the ARVN and US Troops during the Vietnam War. it is 1-3/8 in. wide and 7/8 in. high.

This is a Viet Cong striped scarf (Khan Ran) and is 42 in. long and 21 in. wide. It was only worn just before going into battle.

On the top is Gia Dinh Battalion 1968. On the planchet is 'Determined to Fight, Determined to Win, American Aggression". This badge is made of very thin alumium and is 1-1/2 in. wide from point to point and 2 in. high. Pinback.

This is an Original Communist Youth Group Badge. It is issued to personnel who have been accepted into the Communist Youth Group. The badge is made of aluminum, 7/8 in. wide, 1-1/16 in. high and pinback.
The inscription reads "Ho Chi Minh Communist Youth Group".

 

Оригинальный значок Молодого Коммуниста (комсомольский значок). Его вручали молодым людям при принятии в комсомольскую организацию. Алюминий, 7/8 в ширину, 1-1/16 в высоту. На булавке.

This is a Liberation Army in South Vietnam, 1960-Giai Phong Quan Mien Nam Viet Nam, 1960.
This badge is 1-9/16 in. wide, 7/8 in. high, made of brass and is pinback.

The above smaller badges are more like a "tinnie" and given out to military and civilians alike. I have listed the different types of badges that I know and give an example or two when possible. As you have noticed the overall theme is "resolved to fight, resolved to win" on most of the badges.

Campaign- First Tet Offensive, 1968. This is a North Vietnamese Badge and is not listed yet.
Political- NLF Party Badge- post # 44
Local- coming later
Cultural-coming later
The commemorative, campaign and political badges were (are?) worn on the right breast. There is no information if they could be worn on civilian clothes.
The political badges could be worn on military and civilain clothes.
There is no information on the local and cultural badges as to the wear of them. Perhaps as Paul said they are more of a propaganda item to award the civilians int the war effort.
